Provincial People’s Committee holds a regular meeting in September (the second session)

On the afternoon of September 29, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the regular meeting in September of the Provincial People’s Committee (the second session). Attending the meeting were Mrs. Doan Thi Hau, Chairwoman of the Provincial People’s Council; leaders of departments, sectors and members of the Provincial People’s Committee.

At the meeting, the delegates discussed the contents including draft Action Plan of the Executive Committee of the Provincial Party Committee to implement Resolution No. 18-NQ/TW dated June 16, 2022 of the13th Executive Committee of the Central Party Committee on continuing to renovate and complete institutions and policies to improve the effectiveness of land management and use, creating a driving force for our country to become a high-income developed country; submitting the draft Action Program of the Executive Committee of the Provincial Party Committee to implement Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on urban planning, construction, management and sustainable development of Vietnam to 2030, vision to 2045; draft decision of the Provincial People’s Committee promulgating unit price for new construction of houses, works and architectural objects applied in compensation and support when the State reclaims land; draft report summarizing 5 years of implementation of Directive No. 17-CT/TU dated October 12, 2017 of the Standing Committee of the Provincial Party Committee on strengthening the leadership of the Party in reconciliation at the localities in the province conscious; draft report of the Provincial People’s Committee and draft Resolution of the Provincial People’s Council stipulating the support for civil servants engaging in digital transformation in Lang Son province in the period of 2023-2025.

In particular, the delegates focused on commenting on two draft action plans of the Executive Committee of the Provincial Party Committee to implement Resolution No. 18 and Resolution No. 06 and the draft Decision of the Provincial People’s Committee promulgating unit price for new construction of houses, works and architectural objects applied in compensation and ground clearance. Accordingly, the delegates asked the advisory and drafting agencies to clarify a number of contents, such as the need to develop documents, purposes, requirements, specific goals and targets that need to be quantified in the drafts.

In addition, it was necessary to clarify green and eco-tourism urban development; solutions for urban infrastructure development, smart city construction in association with the development of urban management and administration center in the direction of digital transformation and urban housing for low-income people, improving quality human resources for urban management; the attraction of investment and development of underground infrastructure works, static traffic infrastructure, the management of new urban area projects… Regarding the promulgation of unit price for new construction of houses, works and architectural objects, it was necessary to provide specific regulations for cases which the construction of works is not in accordance with the planning; unit prices will be adjusted according to input material price fluctuations to promote site clearance…

Concluding the above contents, the Chairman of the Provincial People’s Committee requested the drafting agencies to absorb the comments in editing and completing the documents to be sent to the Provincial People’s Committee before October 5, 2022.

For other contents, the Chairman of the Provincial People’s Committee approved.

As planned, the regular meeting in September of the Provincial People’s Committee (the second session) will continue on the morning of September 30.
