Modernizing land management

In recent years, the Department of Natural Resources and Environment has effectively applied the information technology system to serve land management activities. Thereby, many traditional ways and processes have been strongly reformed, contributing to modernizing the state management of land in the area.

Since 2008, the Department of Natural Resources and Environment has developed a cadastral database system. In 2015, the system was installed and officially put into operation (Elis software). Up to now, 148 communes and towns in 10 districts have completed the construction and stable operation of the cadastral database. Along with that, from January 2020, the Natural Resources and Environment sector has implemented the building of a land database system (VILG project) including: Cadastral database, statistical and inventory database; land price database, planning database, land use plan in 3 districts: Binh Gia, Cao Loc, Loc Binh and Lang Son city. Up to now, the specialized agencies of these 4 areas have completed building the land database in 62/70 communes, reaching 88.6% of the plan; The remaining 8 communes and wards in Lang Son city are expected to be completed in June 2023.

Mrs. Nong Thi Nuong, Branch Director of Loc Binh District Land Registration Office said: Loc Binh district is a model unit in the province that has implemented a modern cadastral database since 2008. In 2020, the district continued to focused on building a land database system. Currently, with 2 database software systems operating at the same time, the branch’s specialized staff can easily look up information on the system. Along with that, the branch also regularly updates and corrects the database right in the process of settling administrative procedures on land. This helps to update detailed and complete tourism data close to reality, thereby completing, standardizing and modernizing the State management of land in the area.

2022 is also the year that leave a mark in the modernization of land management of the natural resources and environment sector. Specifically, since the beginning of the year, the Department of Natural Resources and Environment has coordinated to build and put into operation the Provincial Land Data Portal. Up to now, the portal has integrated the cadastral database of 148 communes and towns and integrated the land use planning map for the period of 2021 – 2026 and the period of 2021 – 2030 of districts and city serving individuals, organizations to search for information. From the time it was put into operation until mid-November, 2022, the Provincial Land Data Portal  had 1,478 registered accounts with 68,214 visits to the system to exploit and look up information related to the land sector.

Mr. Hoang Van Tho, block 7, Cao Loc town said: Due to the need to look up and learn about information about the family’s land plot, in May 2022, I asked Cao Loc town officials to guide me in setting up an account and accessing and looking up information on the Provincial Land Data Portal. I found this system quite convenient, save people time, effort and travel costs when they need to find out information.

The implementation of IT application in service of management and storage of land data has contributed to promoting the reform of administrative procedures. Currently, the Department of Natural Resources and Environment has 38 administrative procedures related to land under its jurisdiction, of which 36 administrative procedures are performed on the online public service portal (accounting for 94.7%). With the current database system, in a short time with just a few mouse clicks, professional staff can easily access, look up, and collect information and data. This contributes to shortening the time to settle administrative procedures related to land, creating favorable conditions for organizations and individuals in need. Only from the beginning of 2022 to mid-November 2022, the Department of Natural Resources and Environment has received 20,136 online applications out of a total of 28,349 receipts; exceeded 11% compared to the target assigned by the province and increased by 572 % over the same period in 2021.

In addition, the department also implements the application of software in electronic document processing. Currently, most of the documents of the departments and units under the department are exchanged on the executive document management system combined with digital signing on the software, the document exchange rate reaches over 95% (except for secret documents). Thereby, it helped to save time, creating professionalism, improving work efficiency…

Mr. Chu Van Thach, Deputy Director of Department of Natural Resources and Environment said: The application of IT to the management and storage of mobile phones and the use of document processing software has contributed to improving the operational efficiency of State agencies, gradually meeting the needs of individuals and organizations. At the same time, it helps to reduce the time to look up information, save costs, strongly promote the reform of administrative procedures in the land sector, and provide better public services to people and businesses. In the coming time, the department will continue to direct its affiliated units to focus on human resources to speed up the review and integration progress for data centers that have not yet been integrated; accelerate the completion of cadastral mapping and grant of land use right certificates for the remaining 8 communes and wards of Lang Son city to complete the building of the land database and implement many other related contents.
