The Executive Committee of the Provincial Party Committee holds a conference on the tasks for 2023

On the afternoon of December 8, the Executive Committee of the Provincial Party Committee held the tenth (expanded) conference to evaluate the leadership, direction, development and results of the task performance in 2022, and at the same time to set the goals and solutions to perform the tasks in 2023. According to the draft report, in 2022, the Executive Committee and the Standing Committee of the Provincial Party Committee have focused on leading and directing the implementation of tasks and achieved many positive results. Notably, the COVID-19 pandemic has been well controlled; it is expected that 18/18 key socio-economic target groups will be achieved. In which, GRDP growth rate is estimated at 7.22%, per capita income is estimated at 51 million VND; total state budget revenue is expected at 100.76% of the estimate (equivalent to over 7,900 billion VND).

The digital transformation tasks have achieved high results, the digital transformation index (DTI) of the province has ranked 5th in the country, up 11 places compared to 2020, in which the highlight is building a digital border gate platform and digital economy and digital society. In the socio-cultural field, there have been many progressive changes, poverty reduction, social welfare, ethnic and religious policies have been effectively implemented. National defense – security and foreign affairs have been strengthened, national border sovereignty has been maintained.

Party building and political system building have achieved good results; administrative discipline has been strengthened. Political and ideological education continues to be effectively implemented and it promptly orients information and public opinion. The mass mobilization continues to be renewed, associated with the implementation of political tasks of each locality and unit; The Fatherland Front Committee and socio-political organizations continue to promote their roles of social supervision and criticism, to participate in Party and government building, and to create consensus in the process of implementing tasks.

At the conference, the delegates focused on discussing the results achieved in 2022, proposing solutions to implement the tasks in 2023. At the same time, they approved the Resolution of the Executive Committee of the Provincial Party Committee on the tasks for 2023 with a number of indicators such as the growth rate of GRDP at 7 – 7.5%; total state budget revenue in the area at 8,200 billion VND; 10 more communes to meet new rural standards; the rate of poor households to be reduced by about 3%; to recruit 2,000 or more party members; the percentage of party grassroots organizations that successfully complete their tasks at 90% or more…

Concluding the conference, the Secretary of the Provincial Party Committee suggested that all levels of Party committee, authority, the Fatherland Front Committee and socio-political organization should continue to strengthen their leadership and direction in a unified, continuous, synchronous and effective manner in implementing the strategy “Safely and flexibly adapt to and effectively control of the COVID-19 pandemic” and the implementation plan of the socio-economic recovery and development program in the province. He said it was necessary to continue to effectively implement the action plan of the Executive Committee of the Provincial Party Committee to implement the Resolution of the 13th National Congress of the Party; Resolution of the 17th Provincial Party Congress. At the same time, digital transformation in Party, government, Fatherland Front committee and socio-political organizations should be strengthened. The socio-cultural field should receive full attention. Social welfare, poverty reduction, vocational training and job creation should be well implemented. He also required them to attach importance to national defense tasks in the new situation, to maintain political security and to ensure social safety.

He asked the Party committees at all levels to focus on develop officials and party members, especially leaders who are qualified, capable, reputable, deserved their responsibility, suitable to the practical conditions of the province; to direct, guide and fairly carry out the assessment and classification of the quality of party organizations and party members, to take solutions to consolidate and improve the grassroots organization of the Party and local government; to regularly pay attention to inspection and supervision; to proactively inspect when there are signs of violation to promptly correct, handle and strictly maintain the Party’s discipline and the State’s law.

Within the conference, the delegates also discussed and commented on the Working program of the Executive Committee and Standing Committee of the Provincial Party Committee in 2023; draft working regulation of the 17th Executive Committee of Provincial Party Committee, term 2020 – 2025 (amended); Monitoring program of the Executive Committee of Provincial Party Committee in 2023.

At the same time, the conference elected additional members of the Provincial Party Committee’s Inspection Committee, voted for Mr. Nguyen Cong Truong, Member of the Standing Committee of the Provincial Party Committee, former Secretary of Lang Son City Party Committee to be the Chairman of the Provincial Party Committee’s Inspection Committee for the 2020-2025 term.
