Focusing on site clearance projects

On March 8, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired a thematic meeting of the Provincial People’s Committee on solving difficulties and problems in site clearance projects in February 2023, assessing the progress of site clearance for key projects in 2023.

According to the report of the Department of Natural Resources and Environment, in February 2023, 11/11 districts and city reported on the implementation of site clearance projects. Through the review, there are 6 units with a total of 7 projects having difficulties and problems in the districts: Van Lang, Van Quan, Dinh Lap, Loc Binh, Cao Loc and Lang Son city.

Regarding the site clearance progress of 16 key projects in February 2023, there are 13 projects eligible for implementation, 3 projects not yet eligible. As a result, by the end of February 2023, out of a total of 13 projects eligible for site clearance, there are 3 projects with results of handing over the site with a total area of 8.87 ha of 68 households and individuals in Lang Son city and Huu Lung district.

In general, the progress of site clearance for key projects in February 2023 is very slow compared to the requirements.

Regarding the arising problems, the districts proposed solutions to solve mainly related to the cases of building houses and architectural objects on agricultural land; in cases where people are managing and taking care of protective forests, they are not compensated or supported for land and affected by natural trees with the care and protection of households; in cases where residential land is recovered and have difficulties in stabilizing their lives, it is recommended to apply other support measures by allocating and resettling land with collection of land use fees.

Discussing about solving difficulties and obstacles in site clearance arised in February 2023, representatives of districts and city reported, explained, supplemented and clarified specific cases.

On the basis of discussions of districts, city, relevant departments and sectors, they basically agreed with the solution proposed by the Department of Natural Resources and Environment.

Regarding the situation of site clearance of key projects, representatives of districts and investors focused on discussing and proposing solutions to speed up progress such as the People’s Committees of the districts need to focus more drastically on site clearance, removing difficulties and problems arising under their authority; speeding up the construction of resettlement areas…

Conclusion for difficulties in site clearance of projects in February 2023, Mr. Vice Chairman of the Provincial People’s Committee basically agreed with the solution proposed by the Department of Natural Resources and Environment at the meeting. However, for problems arised at the border patrol road project in Van Lang district and the phase 1 Ban Lai reservoir project in Dinh Lap district, he asked the two units to review the records of problems and report them to the Provincial People’s Committee in the next meeting.

Regarding the site clearance of key projects, the Vice Chairman of the Provincial People’s Committee assessed that the progress of site clearance projects was very slow, failing to meet the requirements of investors and the Provincial People’s Committee. Typically, in Loc Binh district in February 2023, 4 key projects in the district have barely progressed.

Regarding the tasks in the coming time, he noted that the People’s Committees of districts and city need to continue to focus on promoting the progress of site clearance projects; especially the key projects under the Provincial Steering Committee for Site Clearance to monitor and urge such as project of Mau Son cable car eco-tourism area; hotel – Hoang Dong golf course; renovating and upgrading national highway 4B.

Particularly for Lang Son city, he noted that the city should review the procedures for the South Nguyen Dinh Chieu resettlement and residential area project completed in March so that investors can continue to carry out land clearance.

Departments, functional sectors and People’s Committees of districts coordinate with investors to complete legal procedures for projects that are not eligible to organize site clearance in the near future.
