Continuing to improve the business investment environment, considering businesses and people as the center

On May 19, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a conference to evaluate the Provincial Competitiveness Index (PCI) in 2022, with the task of 2023.

Attending the conference were the representatives of Vietnam Chamber of Commerce and Industry (VCCI); the leaders of departments, boards, sectors, People’s Committees of districts and Lang Son city, the representatives of 50 businesses and cooperatives in the province.

In 2022, according to the PCI index announced by VCCI, Lang Son ranked 15th out of 63 provinces and cities and it was in the group of 30 provinces and cities with the best quality of economic management in the country. It was in 2022 that VCCI first introduced Provincial Green Index (PGI), Lang Son province reached 17.31 points and ranked 2nd among 63 provinces and cities.

Although the production and business environment of the province has improved significantly, there have been some limitations and shortcomings, especially some departments, sectors, districts and Lang Son city have neglected to accompany businesses in solving difficulties and problems; the overlap between the plans has led to the weak attraction of investment in the area; there have been some limitations in site clearance and administrative procedure settlement for businesses.

Discussing at the conference, the delegates recommended solutions to a number of issues and contents for Lang Son to continue to improve the PCI such as continuing to support businesses to solve administrative procedures; innovating methods of contact and dialogue as well as providing useful information for businesses; removing difficulties in ground clearance; promoting support activities for small and medium businesses; upholding the role and responsibility of leaders in receiving and solving difficulties for businesses according to their competence; continuing to do well in digital transformation…

Concluding the conference, the Chairman of the Provincial People’s Committee emphasized: “The PCI result in 2022 shows the province’s efforts to fulfill the commitment in improving the investment and business environment. However, there are still many low indicators that have been slowly improved compared to the requirements, showing the lack of drastic and synchronous participation of departments and sectors such as land access index, time cost, dynamism and pioneering of the government, policies to support businesses. Regarding the Provincial Green Index, although Lang Son ranked high, many component indexes scored low such as indicators on wastewater treatment, green procurement, etc.”

Regarding tasks in the coming time, the Chairman of the Provincial People’s Committee requested departments, sectors and District People’s Committees to persist in improving the business investment environment in terms of quality and efficiency. In particular, they should focus on the settlement of administrative procedures for businesses and people, considering businesses and people as the center.

Departments, sectors, People’s Committees of districts and Lang Son city must uphold the role and responsibility of the leaders, make specific plans in receiving and solving difficulties and problems for people and businesses according to their functions and tasks.

Provincial Business Association, businesses were asked to well implement the provisions of the law on business investment, to enhance interaction with departments and sectors in sharing and accessing information; to strengthen supervision and criticism of welfares, policies and laws implemented by departments and sectors and to promptly report to provincial leaders on difficulties and inadequacies.
