Issuing citizen identity card and electronic identity accounts: All for this peak time

One of the activities that the Provincial Public Security Department is focusing on is issuing citizen identity card (ID card) and installing, registering and activating electronic identity accounts for citizens in the province, with the aim of completing the target before June 20, 2023.

On April 6, 2023, the Provincial Public Security Department issued Plan No. 1272/KH-CAT-PC06 on mobilizing the entire force to issue ID card, to receive and encourage people to activate electronic identity accounts in the province; setting a specific target, which is 340,000 electronic identity accounts will be verified and activated by June 20, 2023

Senior Lieutenant Colonel Tran Thi Thu Trang, Deputy Head of the Police Department for Administrative Management of Social Order under the Provincial Public Security Department said: “In order to achieve the target, the Provincial Public Security Department has advised the Provincial People’s Committee and the Working Group for Project 06 of the province to promulgate documents requesting departments, boards, sectors, mass organizations of the province, People’s Committees of districts and Lang Son to mobilize the participation of the whole political system in coordination with the police force in receiving ID application, installing, activating eID account. In April 2023, the Provincial Public Security Department coordinated with the Provincial Youth Union and the Provincial Women’s Union to sign a coordination plan on promoting the pioneer role of their members in encouraging and guiding people to install, register and activate eID accounts in the province and to provide professional training for officials of youth union, associations, youth and women members at all levels on this work. At the same time, officers and soldiers coordinate with grassroots level in providing information and publicly posting the contact for receiving and answering questions; providing the time and location of ID card issuance and eID accounts.”

In particular, the units under the Provincial Public Security Department have upheld the spirit of “Working until all the tasks are finished”, working even on weekends and holidays to serve the People; creating mobile working groups to issue ID card, to install and register eID accounts with suitability and high efficiency. For example, in addition to issuing ID card at the “one-stop” sector of the District People’s Committee, the Chi Lang District Police come to villages, hamlets, fairs in communes and receive ID card application, instruct people in installation and registration of electronic identity accounts; Police of Hoang Van Thu ward in Lang Son city send staffs to Ky Lua Walking Street to help people create electronic identity accounts; Youth Union of police units mobilize their members to help police at grassroots level in this work…

With solutions and active coordination of all levels, sectors, localities and mass organizations, from April 6, 2023 (beginning) to now, the Provincial Public Security Department have received nearly 150,000 application for installation and registration of level 1 and level 2 electronic identity accounts (more than 78,400 accounts are activated); adding to the total number of received applications to over 294,000. Regarding ID card issuance, nearly 4,950 new ID cards were issued, adding to the total number of over 651,000 ID cards, accounting for nearly 98%.

Senior Colonel Ta Van Nhat, Head of Dinh Lap District Police said: “In order to achieve the target, the leaders of the district police have drastically asked professional teams and police of communes and towns to implement flexible solutions. During the peak period, the unit received 1,350 electronic identity account applications; Up to now, the whole district has received and activated over 8,800 eID accounts, reaching over 78%.”

In order to accelerate the implementation of the above work, on May 23, 2023, the Director of the Provincial Public Security Department issued an Order on focusing on measures and solutions to meet the target of the ID card issuance, registration and activation of electronic identity accounts for citizens in the area before June 20, 2023. Accordingly, he required heads of Public Security Division of district and Lang Son city to directly manage and to take full responsibility for this work, to mobilize maximum human resources and on-site means, to clearly assign people with specific tasks, responsibility and due time; specialized divisions are responsible for implementing, providing professional guidance and reporting on daily performance results of the units; mass organizations organize related activities, tasks, models…

Captain Luu Anh Tu, Secretary of the Youth Union of the Provincial Public Security said: “Following the Order of the Director of the Provincial Public Security, on May 25, 2023, the Youth Union of the Provincial Public Security issued a Plan to implement the project “Young people pioneer in ID card provision, propaganda, registration and activation of electronic identity accounts for citizens”. In 2 days, May 27 and 28 (Saturday and Sunday), the Youth Union of Provincial Public Security Department mobilized over 50 union members and young people to coordinate with police of wards in Lang Son city to help people register and activate more than 790 electronic identity accounts, 363 of them are successfully activated at level 2. In the future, the Youth Union of the Provincial Public Security Department will continue to promote its pioneering role in helping the grassroots level to carry out this work, contributing to the achievement of targets in the peak period of the Provincial Public Security Department.

With the efforts of the police force, the participation of all levels, sectors, mass organizations and the positive response of citizens, it is believed that the peak period of ID issuance and installation, registration of eID account will achieve the planned target. Thereby, it contributes to the good implementation of Project 06 on developing the application of population data, identity and electronic verification for national digital transformation in the period of 2022 – 2025, with a vision to 2030 in the province.
