The meeting of the Steering Committee for the planning of Lang Son province in the period of 2021-2030 with a vision to 2050

On June 20, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for the planning of Lang Son province Nguyen Quoc Doan chaired the meeting of the Steering Committee  for the planning of Lang Son province Nguyen in the 2021-2030 period with a vision to 2050.

Attending were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee Ho Tien Thieu; Member of Standing Committee of Provincial Party Committee, Chairwoman of Provincial People’s Council Doan Thi Hau; Members of the Standing Committee of the Provincial Party Committee; leaders of Provincial People’s Councils, Provincial People’s Committees, leaders of districts and Lang Son city and Mc Kiney&Companny Vietnam Co., Ltd as the representatives of consulting unit.

At the meeting, the Department of Planning and Investment reported on the progress of the provincial planning to the end of June 2023 and the plan to complete of the planning in the coming time according to the schedule set by the Provincial Steering Committee.

Accordingly, up to now, the planning of the province has completed 7/9 steps according to the provisions of the Planning Law and the reports are urgently being completed according to regulations for appraisal of the Ministry of Planning and Investment before the approval of the Prime Minister in September 2023.

Regarding the implementation progress of the work under the direction of the Provincial Steering Committee for Planning, the consulting unit has updated the new orientations of the local departments and sectors from October 2022 to present; reviewed the map system, input information for the database with departments and agencies; reviewed and updated the draft provincial planning report according to the written comments of 19 departments, boards, sectors and 10 districts and Lang Son city.

At the same time, the consulting unit has adjusted and supplemented a number of contents in the provincial planning report such as the development plan of industrial zones – clusters; energy infrastructure development plan; golf course development planning and orientation and it additionally reviewed the network of high schools in the province and the results of land use plan targets according to Official Dispatch No.360/CD-TTg dated May 2, 2023 of the Prime Minister.

Discussing at the meeting, representatives of departments, sectors, districts and Lang Son city requested the consulting unit to supplement and clarify some information mentioned in the draft provincial planning report and other documents including additional legal grounds; updating the planning of stops on highways and national highways; updating and supplementing the planning of Quang Ninh – Lang Son – Cao Bang expressway in the planning report; evaluating the effectiveness of planning and investing in golf courses; developing shopping centers in the districts; urban development projects… At the same time, they asked the consulting unit to review socio-economic data and geographic names in the draft planning to ensure accuracy.

Concluding the meeting, the Secretary of the Provincial Party Committee acknowledged and highly appreciated the active, proactive preparation and close cooperation of the departments, boards, sectors, district, Lang Son city and the consulting unit, they had made great efforts in completing the draft Provincial Planning Report in accordance with the proposed content and progress.

On the basis of the opinions at the meeting, the Secretary of the Provincial Party Committee requested the Department of Planning and Investment and the consulting unit to receive all the comments at the meeting and coordinate with relevant agencies in completing the draft Provincial Planning Report, the dossier and video clip before June 26, 2023 and to submit it to the Standing Committee of the Provincial Party Committee for consideration.

Departments, boards, sectors, districts, Lang Son city, members of the Provincial Planning Steering Committee should continue to promote their responsibility in researching and making contributions to draft the Provincial Planning Report to ensure quality. At the same time, they were required to coordinate with the consulting unit to agree on the data and take responsibility for the accuracy of the data so that there would be no errors in the evaluation data mentioned in the draft Provincial Planning Report.
