The Congress of Farmer’s Union at district level: Innovation, practicality, efficiency

Up to now, 11/11 farmer’s unions (FU) at district level have organized their congresses for the term 2023-2028 in accordance with the plan of the Standing Committee of Provincial FU. The success of the FU congress at district-level is a premise for the 10th Provincial Farmer’s Union Congress, term 2023-2028.

Implementing Directive No. 17-CT/TU dated September 28, 2022 of the Standing Committee of Provincial Party Committee on leadership of FU congresses at all levels and the 10th Provincial FU Congress for the term 2023-2028, the FU congresses at district-level are required to be organized in the second quarter of 2023. With that aim, from October 2022, the Provincial FU has organized professional training courses for officials of the FU of districts and Lang Son city. At the same time, it closely coordinated with Party committees and authorities of districts to regularly pay close attention to the grassroots, promptly orient and guide the preparation of the congress.

In addition, the Provincial FU selected the FU of Bac Son district as the unit to hold the model congress on April 28. Along with the close attention of the Provincial FU, the District FU has actively advised the Standing Committee of the District Party Committee to issue leadership documents on the organization of the congress, to issue plans, and to guide the development of documents and serving the congress.

Mr. Duong Duc Cuong, Chairman of the FU of Bac Son district said: “The Union has well prepare and held the congress according to the plan and process. In particular, the political report was carefully prepared, focusing on clearly stating the limitations and setting out the key goals and tasks in the new term which should be close to reality. Personnel work was strict, in accordance with the process, ensuring appropriateness and inheritance. Accordingly, the congress elected 27 members to the Executive Committee of the 11th District FU, term 2023-2028 (reduced by 5% in accordance with the guidance of the Provincial FU), the rate of rejuvenation in the Executive Committee was increasing (currently there are over 80% of them aged 35 and under), the percentage of women accounted for 25%…
Not only the People’s Committee of Bac Son district, from April 28 to the end of June 9, the congresses of the FU of districts and Lang Son city in the province took place with seriousness, correct process and full content according to the Guideline No. 86 of the Executive Committee of the Provincial FU on the preparation and organization of the FU congresses at districts and communes for the term 2023-2028.

In the process of preparing for the congress, the FU of districts and Lang Son city have focused on building political reports with quality and effectiveness. Specifically, the report objectively and accurately assessed the results of the resolution implementation in the past term, pointed out the shortcomings, limitations, causes, and focused on discussing and developing specific solutions for the operation in the coming term. At the congress, the delegates discussed, contributed ideas, pointed out good and typical ways and clarified more limitations in the farmer’s movement to draw experience in the next term. Along with that, the congress promoted democracy, wisely selected and elected a new executive committee with sufficient qualification and capacity to lead farmer’s activities for the term 2023-2028. Total number of members of the FU executive committee at district level is 279 people, 17 of them have higher education degrees (zero in the previous term); 199 of them have bachelor degree; 62 of them have college and intermediate degrees. Regarding political theory, 28 officials are at advanced level of political theory; 222 at intermediate level; 3 at primary level…

Notably, at the congress, most FUs of districts and Lang Son used QR code scanning to access documents instead of printing and distributing paper documents. Ms. Tran Thi Thu, an officals of the People’s Committee of Huu Lung district, said: “We used to print and prepare paper documents for delegates, which took a lot of time, effort and money, but now, the documents of the congress with all the information including the agenda, political reports, speeches, etc. are in a QR code. A compact QR code is printed on the delegate card, they just need to scan it by their smartphones and quickly get all the information about the congress.

Mr. Hoang Van Ngon, Chairman of the Provincial FU said: “Through monitoring and evaluation, the congresses of FU at district-level has been carefully prepared, in the right order and was a great success. In particular, their political reports focused on comprehensively assessing the results achieved in all fields, clearly analyzing the advantages, pointing out the limitations; selecting priority issues, breakthroughs, appropriate solutions to implement the direction and operational goals set out by the congresses for the new term with high efficiency. Especially, in the Executive Committee for the new term, there are many young members with professional qualifications from university or higher, and they are capable, responsible and enthusiastic with the union’s activities, hopefully they will make many positive contributions to the work of farmer’s unions and movements.

The success of the district-level FU’s congress is an important premise heading to the 10th Provincial FU Congress, term 2023-2028 in mid-September 2023.
