Implementing Framework Agreement on promoting pilot construction of smart border gates

On the afternoon of July 7, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to implement the Framework Agreement on promoting the pilot construction of smart border gates. Attending the meeting were leaders of relevant departments, sectors and forces.

According to report, within the visit of Prime Minister Pham Minh Chinh to China, the Provincial People’s Committee was assigned to study the feasibility and to sign a Framework Agreement on promoting pilot construction of smart border gates between the People’s Committee of Lang Son Province (Vietnam) with the People’s Government of Guangxi Zhuang Autonomous Region (China), on June 26, 2023, the People’s Committee of Lang Son Province (Vietnam) and the People’s Government of Guangxi Zhuang Autonomous Region (China) agreed to sign a Framework Agreement on promoting the pilot construction of smart border gates between Vietnam and China.

Accordingly, the two sides agreed to jointly promote the pilot construction of smart border gates at the specialized transport commodity route of Huu Nghi International Border Gate (Vietnam) – Youyi Guan (China) and that of Tan Thanh Border Gate (Vietnam) – Puzhai (China).

Regarding the smart border gate model, there will be two model according to China’s, namely smart air rail transport and transport by AGV autonomous vehicles on the ground.

Building smart border gate model is consistent with the policy and orientation of the Central Government as well as Lang Son province, in line with the objectives of the national digital transformation program and that of Lang Son province, thereby creating favorable conditions. for quick, contactless and uninterrupted customs clearance activities, improving customs clearance efficiency and solving  import and export congestion…

At the meeting, the delegates clarified the advantages and benefits of smart border gates; how China built smart border gate; outlined the advantages and disadvantages in the implementation process. Along with that, basically, the participants of the meeting agreed choose the option of building smart border gates with the model of transportation by AGV autonomous vehicles on the ground.

After listening to the report and opinions of the participants, speaking at the meeting, the Chairman of the Provincial People’s Committee stated: “The construction of a smart border gate model is new, therefore, its implementation will be challenged in terms of legal procedures, planning and border gate infrastructure, especially affecting the scope of the Regulations on Border and Border Gate Management, etc. Hence, relevant departments, boards and sectors need to work, meet and exchange with relevant agencies of Guangxi, China through diplomacy to survey the model of China; to consult competent authorities on the pilot construction of smart border gates. Moreover, it is necessary to carefully study the legal regulations in their field of management in the smart gate model and to propose to the Government on the construction of a separate legal corridor to pilot the construction of smart border gates; to establish a working group and an assisting group, to continue calling for investment in the construction, to upgrade and expand specialized routes for transporting goods at Tan Thanh Border Gate and Huu Nghi International Border Gate.
