Ready for the 17th Provincial Trade Union Congress

Only one week left, the 17th Provincial Trade Union Congress, term of 2023-2028 will officially take place (July 27 and 28). With the initiative and high concentration in implementing the tasks, up to this point, the Provincial Labor Confederation has basically completed the preparation for the congress.

In order to ensure the quality and schedule preparation for the congress, in September 2022, the Provincial Labor Confederation established 4 sub-committees including: content; personnel; propagate; organize and serve congresses. After its establishment, the sub-committees quickly implemented the assigned work contents.

In particular, the draft political report by the Contents Sub-Committee is one of the important contents that the Standing Board of the Provincial Labor Confederation is particularly interested in. Therefore, the leaders of the Provincial Labor Confederation have directly participated in the Sub-Committee on Content to directly lead and direct the development of the draft report.

On the basis of proactively aggregating information early from the units, the Content Subcommittee developed and completed the draft report right from January 2023. The draft was sent by the Provincial Confederation of Labor to the members of the Executive Committee of the Provincial Confederation of Labor and trade unions at all levels for comments. After receiving comments and amending and supplementing for the third time, the draft report continued to be discussed and held by the district and city Confederation of Labor, and the trade unions at congresses. With the consultation through many steps, the content of the draft report was basically completed, ensuring a full, comprehensive and objective reflection of the results achieved by the trade unions at all levels. With the careful preparation of the Sub-Committee on Content, the draft report was appraised and officially approved by the Party Committee at the same level and the Vietnam General Confederation of Labor in mid-July 2023.

The highlight pointed out in the draft report is that 15/15 targets, the main groups of targets are achieved and exceeded the target set by the Resolution of the 16th Provincial Trade Union Congress. Specifically: every year, the percentage of grassroots Trade Unions rated as strong and successfully completed their tasks or above is on average 91.3% (over 18.8%); the direct superior trade union at the grassroots level successfully completed the task or more, reached 100% (exceed 10%)… Also in the report, the goals and tasks set out are guaranteed to be oriented for trade union activities in the coming term, the contents are all associated with the situation and development trends of society and focus on performing well the role of representing, protecting the legitimate rights and interests of union members and employees.

Regarding personnel work, the Human Resources Subcommittee has followed the guidance of the Presidium of the Presidium of the Vietnam General Confederation of Labor to strictly comply with the newly prescribed points. Mrs. Hoang Thi Oanh, Head of Organization and Inspection Committee, Provincial Labor Confederation, Standing Member of Human Resources Subcommittee said: The preparation of personnel for the congress is carried out according to a very strict 5-step process. Therefore, the personnel selected to introduce are all qualified and have quality, capacity and reputation. The number of party members in the trade union executive committee is divided by the balance subcommittee according to the scale of the number of union members with the goal of streamlining, reducing quantity, and improving quality. Accordingly, it is expected that the 17^th Executive Committee of the Provincial Labor Confederation, term of 2023 – 2028, includes 33 party members (decreased by 2 members compared to the previous term).

Along with that, in order to further clarify the achieved results and spread good practices, the Provincial Labor Confederation has directed 19 units to develop presentations. Some units have paid attention to innovating the way of presentation. Mrs. Duong Mai Khoa, Vice Chairwoman of Provincial Public Employees Union said: At the end of June 2023, we developed a presentation report on promoting the implementation of the emulation movement “Green – Clean – Beautiful, ensuring occupational safety and health” and sent it to superiors for approval. Then, coordinate with the Provincial Radio and Television Station to build a reportage speech to have convincing evidence and create attractiveness. Now, our paper is completed and ready to be presented to the congress.

On the other hand, propaganda is strengthened and promoted by the Propaganda Subcommittee in collaboration with relevant agencies through many forms such as visual promotion, through the media. In which, the focus is on propaganda peaks in July.

Mr. Ly Duc Thanh, Chairman of the Provincial Labor Confederation said: The 17th Provincial Trade Union Congress is an important political event, an occasion for democratic and widespread political activities of cadres, union members, civil servants, public employees, laborers, demonstrating the unity of will and action, ensure the good performance of the tasks of the trade union in the coming term. Up to this point, basically the content of preparing for the congress has been completed and ready for the official date of the congress.
