The government of Lang Son province always accompanies investors in the process of project implementation

On the afternoon of July 21, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to review and evaluate the implementation of the project on infrastructure investment, construction and business of VSIP Lang Son industrial park and industrial clusters which have been established and those have been going through procedures for establishment in the province.

According to the report of the Provincial People’s Committee, as soon as the Prime Minister approved the investment policy of the project on infrastructure investment, construction and business of VSIP Lang Son industrial park of Lang Son province, the Provincial People’s Committee requested related departments, sectors and Huu Lung District People’s Committee to implement a number of related works.

In particular, on the basis of 2 documents in June 2023 of Vietnam Singapore Urban and Industrial Park Development Joint Stock Company (the investor implementing the VSIP Lang Son project), through review and consultation from members of the Provincial People’s Committee, the Provincial People’s Committee agreed to the policy of adjusting the VSIP Lang Son Industrial Park.

Regarding the implementation progress of the investment project of VSIP Lang Son Industrial Park, up to now, the investor has established an economic organization directly implementing the project (VSIP Lang Son Co., Ltd., belonging Vietnam Singapore Urban and Industrial Park Development Joint Stock Company).

Along with that, the investor has coordinated with the People’s Committee of Huu Lung district to carry out the compensation and site clearance of the project; completed the procedures for changing the forest land use purpose to another purpose; reported on environmental impacts, fire prevention, construction drawings; performed a number of works related to the construction of technical infrastructure of the industrial park;…

For industrial clusters that have been approved in terms of investment policies and established in the province, the progress of investors in 5 industrial clusters including Hop Thanh 1, Hop Thanh 2 (Cao Loc district); Bac 2 (Bac Son district); Dinh Lap (Dinh Lap district); Ho Son 4 (Huu Lung district) is all behind schedule.

Particularly, in addition to Hop Thanh 1, Hop Thanh 2 Industrial Clusters has basically completed administrative procedures related to infrastructure investment and construction, while other industrial clusters are in the stage of completing investment procedures due to the newly approved 1/500 detailed planning.

As for the those being appraised, the Provincial People’s Committee directed relevant departments and sectors to carry out the process of approving investment policies, as well as implementing the process of selecting and approving investors to build infrastructure (Hoa Son 1; Na Duong 1; Na Duong 2; Na Duong 3 industrial clusters).

At the meeting, the leaders of relevant departments, sectors and People’s Committees of districts with industrial parks and clusters; representatives of investors implementing the construction of VISP Lang Son Industrial Park and other industrial clusters reported the results of project implementation and plan in the coming time; they also mentioned a number of difficulties and obstacles affecting the implementation progress of the projects. At the same time, they proposed some solutions to speed up the implementation of the project of industrial parks and clusters in the coming time.

Speaking at the meeting, the Chairman of the Provincial People’s Committee highly appreciated the efforts of relevant departments, sectors, People’s Committees of districts and investors in the process of implementing infrastructure construction investment and business procedures of VSIP Lang Son Industrial Park and other industrial clusters in the province. He also pointed out that some investors neglected on project implementation.

Regarding the tasks in the coming time, the Chairman of the Provincial People’s Committee suggested investors actively coordinating with relevant departments, branches and People’s Committees of districts to continue implementing related works. Departments, boards, sectors that have been assigned to be in charge of industrial parks and cluster should continue to support investors to accelerate the implementation of projects. Other departments, boards, sectors were required to actively monitor the implementation of projects with the aim of promptly solving difficulties and problems during the implementation process. People’s Committees of districts with industrial parks and clusters should actively coordinate with investors in performing tasks, especially focusing on speeding up compensation and site clearance of projects.

The Department of Industry and Trade and the Department of Planning and Investment would continue to pay attention to and support investors interested in the projects of industrial clusters being appraised, as well as others in the province; The Department of Industry and Trade would actively work with Lang Son Power Company to research, calculate and build a plan to arrange power sources to serve the projects of industrial parks and clusters;…
