Highlighting the role and responsibility of the leader in leading and directing the implementation of site clearance work

On September 6, Mr. Nguyen Quoc Doan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for implementing compensation and site clearance for key provincial projects chaired a  conference to evaluate the implementation results of key projects in the first 8 months of 2023.

Attending the conference were Mr. Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly; Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mrs. Doan Thi Hau, Member of the Provincial Party Standing Committee, Chairwoman of the Provincial People’s Council; members in the Standing Committee of the Provincial Party Committee, leaders of relevant departments and sectors.

At this conference, the Provincial Steering Committee focused on reviewing two main contents including: evaluating the implementation of site clearance of key projects in the first 8 months of the year and giving opinions on amending the working regulations of the Provincial Steering Committee.

According to the report, in the first 8 months of 2023, the Steering Committee for compensation and site clearance of key projects in the province has led and directed closely and drastically the site clearance work for 6 key projects directly directed by the Steering Committee.

Accordingly, the Standing Committee of the Provincial Party Committee; The Steering Committee decided to establish working groups to support site clearance for projects. The working groups have coordinated effectively with functional departments and sectors; Steering Committee for site clearance of districts to carry out assigned tasks.

At the same time, the Steering Committee also assigned members to be in charge of monitoring and checking the actual situation of site clearance for projects; organizing to capture public opinion.

In the first 8 months of 2023, there are 4/6 key projects eligible for implementation of land acquisition and site clearance with 2,163 affected households, individuals and organizations, the total area of land expected to be recovered is 504,3 hectares. As a result, districts and city have measured 143 cases with an area of 18.17 hectares of 3 projects; approved for 578 cases with a total amount of 223 billion VND; disbursed to pay 552 cases with the amount of 69.9 billion VND; Handed over 26.43 hectares of 2 projects.

However, the overall assessment of the progress of site clearance for key projects is still slow.

Discussing at the conference, the working groups gave quick reports on the activities and results achieved according to the tasks assigned by the Steering Committee. At the same time, the working groups proposed a number of solutions to speed up site clearance for key projects such as: District People’s Committees, investors urgently complete resettlement areas, concentrated cemeteries; flexibly implement other support mechanisms to ensure social security for households whose land is recovered; coordination mechanisms between departments, sectors and districts and city need to be tighter in resolving specific difficulties…

At the same time, districts and city also proposed that the province urge investors to allocate enough capital to pay approved compensation plans, as well as speed up the construction of resettlement areas to create new accommodation for people whose land is recovered.

Regarding amendments to the Steering Committee’s working regulations, delegates highly agreed with the draft.

Concluding the conference, the Secretary of the Provincial Party Committee highly appreciated the preparation of the contents of the Steering Committee. The working groups and conference participants made contributions to the draft amendments to the working regulations of the Steering Committee; evaluated the implementation of site clearance work for key projects in the first 8 months of 2023, demonstrating closeness and high responsibility in performing assigned responsibilities and tasks.

Regarding tasks in the coming time, he noted that units must have specific plans to overcome weaknesses in directing and organizing the implementation of site clearance work, with right person, clear tasks, and clear time. In particular, units must highlight the role and responsibility of the leader in leading and directing the implementation of site clearance projects. At the same time, the working groups coordinate to carry out inspection and supervision according to their assigned functions and tasks but do not overlap, ensuring efficiency.

Regarding amending the working regulations of the Steering Committee, the Secretary of the Provincial Party Committee noted that the drafting advisory unit emphasized coordination between working groups and coordination with the steering committees of districts and city in directing site clearance.

In order to resolve some specific problems in implementing off-budget projects related to investors, the Standing Provincial Party Committee will agree to develop a specific working program with each investor to accelerate the implementation progress.
