Provincial leader received and worked with the delegation of Vietnam Posts and Telecommunications Group

On the afternoon of October 4, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee received and worked with the the delegation of Vietnam Posts and Telecommunications Group (VNPT) led by Mr. To Dung Thai, Chairman of the Board of Members of VNPT Group to consider the proposal to implement the VNPT iLIS Land Management Information System in Lang Son province; VNPT’s solutions and experiences on the Smart Border Gate Project.

Overview of the meeting

 Attending the meeting were representatives of leaders of departments, commissions, sectors of the province; leaders of some districts and city.

Implementing the direction of the Prime Minister,  in June 26, 2023, in Beijing (China), Lang Son Provincial People’s Committee (Vietnam) and the People’s Government of Guangxi Zhuang Autonomous Region (China) jointly agreed to sign a Framework Agreement on promoting the pilot construction of smart border gates. The Provincial People’s Committee is directing relevant agencies to develop and complete a pilot project to build smart border gates on specialized cargo routes at Huu Nghi International Border Gate, Tan Thanh Border Gate and deploy a number of specific work according to the roadmap.

Mr. To Dung Thai, Chairman of the Board of Members of VNPT Group, spoke about a number of contents related to the Group’s fields at the working session.

 Regarding the land management information system, the Department of Natural Resources and Environment of Lang Son province is operating two land database management software, Elis cloud software provided by the Ministry of Natural Resources and Environment (put into use and operation since 2016) and VBDLIS software (put into use and operation from 2022)…

However, after a period of operation and use of land database management software, some limitations arise such as updating and adjusting land data fluctuations is not regular and continuous; the software does not yet have the ability to connect with the province’s Public Service Portal and the data systems of some related agencies;..

At the meeting, the representative of VNPT Group presented some of the Group’s ideas on implementing smart border gates based on learning experiences in some other countries. At the same time, VNPT proposed a roadmap and solutions to implement smart border gates in Lang Son province in case investment is made to build smart border gates in the province in the near future. At the same time, VNPT Group also introduced and proposed to implement the VNPT iLIS Land Management Information System in Lang Son province.

 Speaking at the meeting, the Chairman of the Provincial People’s Committee stated: Currently, Lang Son province has developed a pilot project to build smart border gates and is completing it to submit to the Prime Minister for consideration and approval. Therefore, if VNPT Group wishes to do so, it will take steps according to regulations. At the same time, if implemented, VNPT needs to take advantage of and upgrade the existing infrastructure system at Huu Nghi International Border Gate and Tan Thanh Border Gate and coordinate with businesses operating in yard business at these two border gates.

Regarding the system of land management facilities in the province, the Chairman of the Provincial People’s Committee stated clearly: The land database management software that Lang Son province is applying after a period of operation and use has developed some limitations. Therefore, Lang Son province wants VNPT to introduce the most optimal land management software for the province.

The Chairman of the Provincial People’s Committee assigned the Management Board of Dong Dang – Lang Son Border Gate Economic Zone and the Department of Natural Resources and Environment and the Department of Information and Communications act as focal points to coordinate with VNPT Group to take steps according to regulations on investing in building smart border gates as well as building a land management system in Lang Son province.
