Leader of the Provincial People’s Committee inspects key projects in Huu Lung district

On October 12, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee inspected the actual implementation of projects: highway intersection into Huu Lung industrial park; resettlement and residential areas in Ho Son commune and Hoa Thang commune; VSIP Lang Son industrial park infrastructure investment and business project in Huu Lung district.

According to the report of Huu Lung District People’s Committee, of the 3 projects, 2 projects are being cleared by the District People’s Committee, including: the highway intersection project into VSIP Huu Lung industrial park; Resettlement and residential areas in Ho Son commune and Hoa Thang commune.

As for the VSIP Lang Son industrial park investment and construction investment project in Huu Lung district, the People’s Committee of Huu Lung district is carrying out procedures to carry out site clearance steps.

Up to now, at the highway intersection project into VSIP Huu Lung industrial park, the district has cleared and handed over 7.7/11.7 hectares of land to the investor, equivalent to 65% of the area (according to the project plan, site clearance will be completed in October 2023).

For the resettlement and residential area project in Ho Son commune and Hoa Thang commune, the district has handed over 19.1/22.24 hectares of land, reaching 86% of the area (according to the project plan, site clearance has been completed in June 2023).

Regarding construction organization, the highway intersection project into VSIP Huu Lung industrial park has just implemented the excavation and leveling items from mid-September 2023. After nearly 1 month of organizing construction, the value of the implemented volume reached about 11% of the contract value. For the resettlement and residential area project in Ho Son commune and Hoa Thang commune, contractors have constructed the ground leveling and embankment of Vi stream, with a volume value of 7 billion VND.

At the inspection, the contractors and investors requested the People’s Committee of Huu Lung district to soon remove problems with dumping excess land for the project, speed up site clearance and move technical infrastructure works; they requested the Provincial People’s Committee to direct relevant sectors to consider and come up with a plan to resolve problems in cases of having to relocate but not meeting the conditions for resettlement.

The investor of the VSIP Lang Son industrial park project recommends that Huu Lung district soon resolve problems with arranging a centralized cemetery area to relocate graves within the scope of project recovery; conversion of forest use purposes.

Concluding the inspection, the Chairman of the Provincial People’s Committee emphasized: These are especially important projects, so the implementation of site clearance and construction items is very urgent.

In the coming time, Huu Lung district will continue to promote the achieved results, mobilize the entire political system to quickly complete the site clearance of the two ongoing projects. At the same time, the district will coordinate with departments and investors to complete procedures to carry out site clearance for the VSIP Lang Son industrial park project in the last months of the year.

Regarding the construction progress, the contractors have closely followed the site clearance progress to build and install project items as planned. The Chairman of the Provincial People’s Committee requested contractors to continue mobilizing machinery and equipment to speed up construction at locations that already have “clean” premises.

The chairman requested departments and sectors to coordinate with Huu Lung District People’s Committee to focus on resolving land and environmental procedures to implement projects, change forest use purposes, and replace afforestation plans according to legal regulations in projects. The investor of VSIP Lang Son industrial park coordinated with departments and Huu Lung district People’s Committee to focus resources to implement phase 1 of the project according to the proposed plan.

Regarding the recommendations of developers and investors, he requested functional departments and sectors to support investors according to regulations.
