6th session of the 15th National Assembly: Provincial National Assembly delegates speak and debate opinions on the issue of compiling a new textbook set

Continuing the work program of the 6th meeting, on November 1, , at the National Assembly Building, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to discuss in the hall on evaluating the results of implementing the 2023 socio-economic development plan; expected socio-economic development plan for 2024.

Delegate Luu Ba Mac, Provincial National Assembly Delegation, expressed his opinion and debate on the issue of textbook compilation

During the debate session at the end of the afternoon of October 31, delegate Luu Ba Mac, Lang Son Provincial National Assembly Delegation spoke and debated with delegate Nguyen Thi Mai Hoa, Dong Thap Provincial National Assembly Delegation on content related to the compilation of new textbooks. Accordingly, delegate Nguyen Thi Mai Hoa said that it is necessary to assign responsibility to the Ministry of Education and Training in researching and compiling a new set of textbooks.

Debating with delegate Nguyen Thi Mai Hoa, delegate Luu Ba Mac, Lang Son Provincial National Assembly Delegation said that, at this time, the Ministry of Education and Training should not be assigned to compile a new set of textbooks, but should focus on researching and selecting an existing set of textbooks and effectively using the selected set of textbooks.

According to delegate Luu Ba Mac, compiling a new set of textbooks at this time is not really urgent, but on the basis of the current textbooks to choose a set of textbooks suitable to the teaching capacity of teachers, at the same time, it is suitable for the learning capacity as well as the level of students in each locality. Delegate Luu Ba Mac also said that it is necessary to give these subjects the right to choose a set of textbooks appropriate to the subject and practical situation at their educational institution. The delegate emphasized that the Ministry of Education and Training organizing and presiding over the compilation of textbooks should only be done after summarizing and evaluating the quality and effectiveness of innovation and implementation of current textbooks in a scientific, comprehensive and objective manner.

Minister of Education and Training Nguyen Kim Son gave a speech explaining and clarifying some contents of concern to National Assembly delegates.

Speaking at the discussion session on the morning of November 1 about a number of issues of concern to National Assembly delegates, including content related to the compilation of new textbooks, Minister of Education and Training Nguyen Kim Son said that recently, the National Assembly’s Supervision Delegation acknowledged that the textbook system was compiled, approved, and released basically on schedule, meeting teaching and learning requirements. Therefore, the Minister said that from now until 2024, the most important thing to do is to evaluate the quality of textbooks for grades 5, 9, and 12 for good quality, ensuring enough textbooks before the new school year. Regarding the assigned issue, the Ministry will have a comprehensive and in-depth assessment of this issue and will propose a plan to the National Assembly.

According to the program, tomorrow (November 2), the National Assembly will discuss in the hall about the mid-term assessment of implementing the Medium-term Public Investment Plan for the period of 2021 – 2025; national financial plan and 5-year public debt repayment for the period of 2021 – 2025; state budget implementation situation in 2023, state budget estimates, central budget allocation plan for 2024; discussing some contents with different opinions in the draft Law on Credit Institutions (amended).
