Continuing to accompany investors in industrial park and cluster projects to promptly resolve arising problems

On the afternoon of December 5, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to review the progress of industrial park and cluster projects established in Lang Son province. Attending the meeting were leaders of provincial departments, commissions, sectors, People’s Committees of districts and Lang Son city; representatives of investors of industrial zones and clusters, etc

According to a report at the meeting, there are currently one industrial park (VSIP Lang Son Industrial Park with a scale of 599.76 hectares) and 7 industrial clusters with a total area of 302.82 hectares in the province. Among them, local industrial cluster No. 2 (Cao Loc district) is in operation, the remaining 6 industrial clusters are in the process of implementing legal procedures for technical infrastructure investment.

Regarding VSIP Lang Son Industrial Park project, up to now, relevant provincial agencies have been actively coordinating with Vietnam Singapore Industrial Park and Urban Development Joint Stock Company (investor) to implement investment procedures according to regulations. However, the progress is still slow compared to the schedule. Additionally, project compensation and site clearance support also encounter some difficulties because many land plots still need to be inspected and verified.

For industrial clusters whose investment policies have been approved and those have been established in the province, up to now, the progress of tasks implemented by investors is slow compared to the plan. In particular, industrial clusters have not completed procedures related to investment activities. Regarding site clearance, all 6 industrial clusters also encounter problems, accordingly, up to now, the volume of site clearance is 0% (not yet implemented).

At the meeting, representative investors of VISP Lang Son Industrial Park and industrial clusters reported the results of project and expected implementation plans in the near future. They also stated some difficulties and obstacles affecting the progress of projects. They recommended that the Provincial People’s Committee continue to direct relevant departments, sectors and District People’s Committees to pay attention to supporting investors in carrying out legal procedures related to projects and speeding up site clearance progress;…

During the meeting, relevant departments, sectors and leaders of People’s Committees of districts with industrial parks and industrial clusters in the area clarified a number of related contents. Speaking at the meeting, in addition to the results achieved, the Chairman of the Provincial People’s Committee pointed out the limitations of some investors in project implementation.

Regarding the tasks in the coming time, the Chairman of the Provincial People’s Committee requested departments, boards, sectors and People’s Committees of districts with industrial zones and clusters to urgently guide investors to complete a number of legal procedures related to their investment activities, especially land conversion procedures, environmental impact assessment reports; to focus on completing cadastral measurement and specific land price list in December 2023 to serve site clearance compensation; to proactively coordinate with investors in supporting site clearance of projects; to hand over cleared areas to investors; to consider adjusting planning of large areas that need to be recovered for the projects; to actively encourage people to consent to relocation and handover in areas affected by the project. Investors were required to consider partially supporting people in moving graves out of the project area;…

The Chairman of the Provincial People’s Committee emphasized that departments, boards, sectors assigned to manage industrial park and cluster projects and government at all levels should continue to grasp the actual situation and accompany investor to promptly resolve arising problems; highly focus on ting site clearance of projects. Investors were asked to accompany local authorities in providing timely support to people during the relocation and ground handover. Relevant departments and sectors of the province, Dinh Lap District People’s Committee and investor (An Phu Hung Investment and Business Joint Stock Company) should focus on completing procedures and related work to organize the groundbreaking ceremony of Dinh Lap industrial cluster. Huu Lung District People’s Committee were requested to focus on implementing site clearance according to the plan to ensure that in March 2024, 18 hectares (phase 1) would be handed over to the investor for project construction.
