Saturday morning work facilitates administrative procedures

In the past two months, the “single-window” sections at all administration levels of Lang Son have added Saturday morning to their weekly working time to receive, process, and deliver results of administrative procedures. The move has so far created favorable conditions for organizations, businesses and individuals taking part in the process.

Right after the provincial People’s Committee issued Decision 1077/QD-UBND dated June 10, 2019 on work hours on Saturday mornings, the provincial public administrative centre and eight related departments and sectors have quickly deployed the decision to tackle 266 administrative procedures.

In just two months, more than 200 administrative documents regarding enterprises’ establishment and operation, registration of cooperative unions, justice, transport, natural resources and environment, construction, public asset management, international trade, interior affairs, information and communications have been dealt with on Saturday mornings.

Bui Duc Trung, vice director of the provincial public administrative centre, said the centre has worked with relevant departments and sectors, the provincial post office, and VietinBank’s branch to arrange personnel to work on Saturday mornings. The list of procedures to be tackled on Saturday mornings is publicly posted at the centre and on the provincial portal as well as on official websites of eight relevant departments and sectors.

The work has so far brought practical benefits to businesses and residents.

Hoang Thi Lan, an employee of the Hanoi-based APEC Investment Joint Stock Company, said on Saturday – August 3, she represented her company to submit a document on environmental assessment at the centre.

“I saw its operation running as normal. Employees at the centre worked smoothly and carefully guided their organizational and individual customers. Thanks to being able to submit the document on Saturday, I could spend weekdays on doing other tasks at my office,” Lan said.

Not only for the provincial level, for more than one month, 100 percent of the “single-window” offices at district and communal levels have worked on Saturday mornings to receive and process administrative procedures under the direction of the provincial People’s Committee.

Specifically from July 9, the district-level “single-window” offices started working on Saturday mornings to handle procedures related to notarization, civil status, land use, construction, and business registration.

At the People’s Committee of Lang Son city, along with the above matters, the office also has covered areas of consumer industry and domestic goods circulation. The single-window office at the communal level has received, processed and returned results of procedures related to notarization and civil status.

Hoang Van Tien, a resident in Sa Cao village, Gia Cat commune, Cao Loc district, said: “My child is enrolling for school soon and needs some notarized documents. As learning that the commune’s People’s Committee works on Saturday mornings, I arrived here on August 3 to have my papers notarized. I strongly support the People’s Committee’s idea to work on Saturday mornings as we can use the service even at weekends.”

Working on Saturday mornings has not only benefited organizations and individuals but also reduced pressures for public servants on weekdays in receiving and returning results for procedures in a number of areas such as notarisation, issuing driving licences, and business registrations.

Hoang Ngoc Anh, an employee at the public administrative centre, said that on a weekday, he receives at least 60 citizens and gives them guidelines, receives their dossiers and returns the results of procedures related to driving licences.

“Thanks to additional working hours on Saturday mornings, the number of citizens asking for services in weekdays has reduced, easing the pressure for me in the work,” he said.

It can be seen that after two months of starting the policy to work on Saturday mornings at the single-window offices at all levels, public servants, people and enterprises have enjoyed benefits. This is a considerable step forwards in administrative reform of the province, contributing to enhancing the enforcement and operation efficiency of administrative agencies and units at all levels of the province./.
