Removing difficulties in the site clearance for seven projects

(LSO) – On August 6, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a symposium to remove difficulties and accelerate the site clearance for projects in the province in July 2020.

According to the report of Department of Natural Resources and Environment, in July, there were 10 out 11 districts/the city reporting progress, ground clearance of projects.

In particular, six units have arising problems regarding compensation and support mechanisms, policies in seven projects and seeking the guidance of the Provincial People’s Committee to remove problems and accelerate the implementation progress.

Projects include Bac Giang-Lang Son 220 kV Transmission Line Project; Phu Loc II Urban Area Project; Nam Hoang Dong Urban Area Project in Lang Son city; N20 Urban Area Project, Cao Loc district; the Residential Area No.2 Project, Na Sam township, Van Lang district; Huu Lung New Urban Area Project and Ban Lai Irrigation Project in two districts: Loc Binh and Dinh Lap.

Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee concluded the meeting.

At the meeting, the participants focused on discussing and clarifying the legal basis, thereby proposing solutions to remove obstacles on: applying other support measures under the authority of the Chairman of the Provincial People’s Committee; handling cases of building houses on agricultural land; compensation support for fruit trees grown on rice land; considering methods of compensation, support for cases having abandoned land.

Accordingly, for some problems raised in Ban Lai Irrigation Project, Loc Binh district and N20 Project, Cao Loc district; Nam Hoang Dong Urban Area Project; Phu Loc II Project in Lang Son city, the participants agreed with the solutions to remove difficulties, proposed by Department of Natural Resources and Environment.

Concluding the meeting, the Chairman of the Provincial People’s Committee emphasized: It is now August 2020, therefore, the leaders of the People’s Committees of districts and the city must highly concentrate on the site clearance to support the promotion of public investment disbursement under the 2020 plan.

Regarding specific problems, the districts and the city asked the Provincial People’s Committee to direct the removal, the Chairman of the Provincial People’s Committee basically agreed with the solutions proposed by Department of Natural Resources and Environment.

For problems of households whose land is affected by the electricity line corridor in Bac Giang-Lang Son 220 kV Transmission Line Project in Quang Lac commune, Lang Son city, the Provincial People’s Committee allows the City People’s Committee to carry out the support at the level of compensation prescribed in Article 8, Regulation 12 of the Provincial People’s Committee on compensation for land due to limitations of land use in the safety corridor when constructing works with protection corridors according to regulations at Clause 2, Article 10, Decree 47 and Article 19, Decree 14 of the Government detailing the implementation of the Electricity Law on grid safety.

Regarding the Residential Area No.2 Project in Na Sam township, for cases of illegally building houses, in principle there is no support, to ensure legal grounds, Van Lang District People’s Committee must review all notices of land acquisition and related papers to report to Department of Natural Resources and Environment by August 15, 2020 to advise the Provincial People’s Committee on making decision.

For problems related to growing fruit trees on rice land in Huu Lung New Urban Area Project, the Provincial People’s Committee agrees to support 100% according to the unit price of the Provincial People’s Committee.

Regarding problems in Ban Lai Irrigation Project in Dinh Lap district, land lots with boundaries which have not been granted with certificates of land use right, without cadastral records managed by households but the land has been abandoned for 2 to 10 years, have been withdrawn, the Chairman of the Provincial People’s Committee assigned Dinh Lap District People’s Committee to review and handle according to its competence. For those land plots that have been issued with certificates and have cadastral records, the district will make compensation according to regulations.
