Provincial People’s Committee held a thematic meeting to remove difficulties and obstacles for site clearance in April

On May 11, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired a thematic meeting to review and evaluate the progress of site clearance of key projects and consider solving difficulties and problems in the site clearance work of projects in the districts and city in April 2022.

According to the report of the Department of Natural Resources and Environment, in April 2022, 11/11 districts and city sent periodic reports on the situation of site clearance projects. Accordingly, the progress of site clearance for key projects of the province in April has changed positively, 13/23 projects are performing site clearance work without problems; Districts and city have handed over 21 hectares of land in 9 projects for investors to follow the schedule.

Regarding difficulties and problems, through inspection and review, there are 2 units including Lang Son city and Loc Binh district having problems in 6 projects (4 projects in city, 2 projects in Loc Binh district).

The main problems related to the application of other support by allocation of resettlement land to the affected cases; recover land for project implementation using land of natural forests and protection forests that are assigned to manage by households; the preparation of compensation plans to support architectural works for households who voluntarily build on public land…

Discussing about solving these problems, representatives of departments and sectors proposed the two units to supplement and clarify more about the legal records in the land use process of the affected cases.

Concluding at the meeting, Mr. Vice Chairman of the Provincial People’s Committee basically agreed with the plan to solve problems proposed by the Department of Natural Resources and Environment. However, in order to ensure the accuracy in the application of other support mechanisms under the authority of the Provincial People’s Committee, He proposed the City People’s Committee to review all land acquisition records of households before applying other support mechanisms according to the competence of the Provincial People’s Committee.

Regarding the problems of Loc Binh district related to the protection forest land belonging to the Mau Son cable car eco-tourism complex project managed by households, he directed the Department of Agriculture and Rural Development to guide Loc Binh district to solve the problem.

Regarding the progress of site clearance for key projects in the province, the Vice Chairman of the Provincial People’s Committee noted that in April, the site clearance work was effectively implemented by the districts and city.

Regarding the tasks in the coming time, the Vice Chairman of the Provincial People’s Committee requested that districts and city continue to focus on accelerating the progress of site clearance projects in May and the following months. In particular, the People’s Committee of Loc Binh district urgently cleared the site for the station to go to the Mau Son cable car eco-tourism complex project so that the investor could be eligible to start construction at the end of May 2022.

For Lang Son city, it is necessary to implement more drastically in site clearance for key projects, especially the Hoang Dong golf course hotel project for investors to implement the construction of items; Cao Loc District People’s Committee coordinated with other departments to focus on solving the problems related to embankment mines and waste dumps in the project of upgrading national highway 4B, section from km 13 to km 18.
