Lang Son ranks higher in both PAR INDEX and SIPAS

On the morning of May 25, in Hanoi, the Government’s Steering Committee for Administrative Reform held a conference to announce The Satisfaction Index of Public Administration Services (SIPAS) and the Public Administration Reform Index (PAR Index) for the 2021 of ministries, ministerial-level agencies, People’s Committees of provinces and centrally run cities.

Attending and chairing the conference were Mrs. Pham Thi Thanh Tra, Member of the Party Central Committee, Minister of Home Affairs, Deputy Head of the Standing Committee of the Government PAR Steering Committee.

On the side of Lang Son province, attending the conference were Mr. Duong Xuan Huyen, Standing Vice Chairman of Provincial People’s Committee, Standing Deputy Head of Provincial PAR Steering Committee; leader of the Department of Home Affairs.

According to the results announced at the conference, the PAR INDEX in 2021 of ministries and ministerial-level agencies continues to focus on 3 groups: the group with results above 90%, including 3 units: Judicial; The financial; The bank of Viet Nam. The group with results from over 80% to less than 90% includes 13 units; The group with less than 80% results has 1 unit, which is the Ministry of Science and Technology. The average value of the PAR index of 17 ministries and ministerial-level agencies is 86.07%, down 1.49% compared to 2020. By 2021, there are 11/17 ministries with indexes above the average value., the Ministry of Justice reached the highest index with a result of 91.90%.

The PAR INDEX in 2021 of provinces and cities is divided into 3 groups: group A with index results of 90% or more has 3 provinces and cities: Quang Ninh, Hai Phong, and Da Nang; group B achieved index results from 80% to less than 90%, including 59 provinces and cities (including Lang Son); group C, with index results from 70% to less than 80%, there is one province, Kien Giang. According to the assessment, the PAR index in 2021 of the provinces and centrally-run cities has the highest average value ever, reaching 86.37%, 2.65% higher than 2020.

For the SIPAS index results in 2021, 87.16% of people and organizations are satisfied with the service of state administrative agencies in general, an increase of 1.68% compared to 2020. In which, the province has the highest satisfaction index with a value of 94.07% and the lowest with a value of 82.79%.

According to the published report, the PAR INDEX index of Lang Son reached 87.11%, ranked 23/63, up 13 places compared to 2020, in which there are a number of points increasing criteria such as: administrative procedure reform criteria achieved 12.74 points, up 0.77 points; administrative modernization criteria reached 13.37 points, up 0.43 points; the criteria for the impact of the administrative reform on the people, organizations and socio-economic of the province reached 13.50 points, an increase of 1.68 points compared to 2020… The SIPAS index of Lang Son is 87.07%, ranked 31/63, up 8 places compared to 2020.

At the conference, delegates from a number of ministries, sectors and localities gave presentations on a number of issues such as: experience in implementing administrative procedure reform; the issue of building digital government associated with smart cities; Lessons learned in digital transformation…

Speaking at the conclusion of the conference, the Minister of Home Affairs, Deputy Head of the Standing Committee of the Government’s PAR Steering Committee praised the efforts of the ministries, central agencies, provinces and cities and congratulated the Ministries, sectors and localities with high indexes are among the top leaders in the PAR INDEX and SIPAS index rankings.

He suggested that, in the coming time, ministries, sectors and localities should focus on analyzing and evaluating the achieved results, pointing out the shortcomings, limitations and building solutions to overcome the above two indicators. At the same time, focusing more on institutional and policy reforms, in which, continuing to perfect the socialist-oriented market economy institution in order to free up resources, creating a fair, open and favorable investment and business environment; promoting administrative reform. In addition, ministries, sectors and localities need to focus on reviewing and streamlining the organizational apparatus and consolidating the functions and tasks of administrative agencies from central to local levels according to the Government’s regulations. accelerating the implementation of national digital transformation, building e-Government, e-Government towards digital government, digital government, digital economy and digital society according to the Government’s roadmap, in accordance with practical conditions.
