Huu Lung: Opening the Intelligent Operation Center

On May 27, Huu Lung District People’s Committee coordinated with Viettel Lang Son to hold the opening ceremony of the Intelligent Operation Center (IOC) in Huu Lung district. Attending the ceremony were Mr. Duong Xuan Huyen, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Committee, and leaders of a number of departments and sectors of the province and district, representatives of Viettel Military Industry and Telecommunication Group.

The IOC of Huu Lung District is being built by the District People’s Committee in collaboration with Viettel Lang Son from April 2021. By January 2022, the center has been under pilot operation. Huu Lung District IOC is built based on internet of things (IOT) technology, artificial intelligence (AI), big data analysis system (BI), video data management system and image analysis… Huu Lung district IOC consists of 8 components including IOC software platform and a system of screen, computer, server; security and traffic surveillance camera system; AI smart camera system detecting traffic violation and disorder in public places, monitoring the vehicles entering and leaving the quarry; reputation information and communication monitoring system on the Internet; environmental monitoring data; the hotline system automatically answering people’s questions about public administrative procedures (1800 8162); the system of interaction between the people and the government (Huu Lung Smart); general reporting data for monitoring and administration public services, education, and healthcare.

The IOC helps to connect peripheral devices, provides data and operates according to the fastest process of information collection, information processing, situation forecasting and action. The center will be an important part to help the management agency supervise, command and operate the district’s activities, a bridge for interaction between the government and the people, businesses. During the pilot period, thanks to this system, the functional forces detected more than 200 violations of traffic safety regulations; received and handled 50 complaints and recommendations from the people.

Speaking at the opening ceremony, Mr. Duong Xuan Huyen, Standing Vice Chairman of the People’s Committee of Lang Son province praised the efforts of the Party Committee and authorities of Huu Lung district and Viettel Lang Son in designing, building and operating Huu Lung District IOC. In order for the IOC of Huu Lung district to operate effectively, he suggested that leaders of specialized divisions and commissions of the district clearly define their responsibilities, raise their awareness, and continue to effectively implement digital transformation solutions in the locality; focus on training officials, civil servants, public employees in digital transformation in order to improve their awareness, skills and build a team to meet the requirements of comprehensive digital transformation; The District People’s Committee should build a team with capable and qualified members to manage, operate and promote the effectiveness of the IOC, ensuring timely updated data. He also suggested that Viettel Military Industry and Telecommunication Group continue pay attention to supporting it with technical means, human resources to ensure a smooth system. The Department of Information and Communications were required to pay attention to, orient and guide the district with specific and detailed instruction of the goals and tasks of digital transformation.
