Urgently solve problems to implement the 220kV Bac Giang – Lang Son transmission line project

On the morning of October 5, 2022, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired a working session with the delegation of the National Power Transmission Corporation to discuss the site clearance of the 220kV Bac Giang – Lang Son transmission line project.

The 220kV Bac Giang – Lang Son transmission line project is invested by the National Power Transmission Corporation (Electricity of Vietnam). The project has a total length of 101.6km, from the 220kV Bac Giang Substation to the 220kV Lang Son Substation. The section of the route passing through Lang Son province is about 80km long with 181 foundation positions (through Huu Lung and Chi Lang districts, Lang Son city, Cao Loc).

According to the report of the National Power Transmission Corporation, up to now, the construction of 220 kV Lang Son substation has been completed, waiting for the completion of the pulling of the line to be able to energize the grid, but pulling the 220kV line is facing difficulties because 3 foundation positions and 30 anchorages (route corridors for wire pulling) in Huu Lung and Chi Lang districts and Lang Son city have not been handed over for construction.

Problems with the ground at these locations have caused the construction process to be halted, so the project has not been completed and progressed behind schedule.

Mr. Nguyen Van Tinh, Vice Director of the Central Power Project Management Board raised problems in construction work at the meeting. 

At the meeting, the representative of the National Power Transmission Corporation asked the People’s Committee of Lang Son province to direct the districts and city  and related departments and sectors soon hand over the site to ensure the construction progress and energise the 220kV Bac Giang – Lang Son transmission line to operate no later than November 2022.

Exchanging and discussing at the meeting, the delegates clarified the difficulties and obstacles in the site clearance work for the project. Especially, for the foundation positions and the section of the corridor, the ground clearance has not been carried out.

Also at the meeting, leaders of Huu Lung and Chi Lang districts confirmed that the districts were ready with plans to organize coercion of households who did not hand over the ground and organize project construction protection.

Speaking at the meeting, the Vice Chairman of the Provincial People’s Committee requested: To ensure that the project is completed in the fourth quarter of 2022 (adjusted progress), relevant departments and agencies, leaders of districts and city with 220kV transmission lines need to urgently focus on solving existing problems.

For problems about the foundation positions that have not been cleared, the Vice Chairman of the Provincial People’s Committee asked the leaders of the People’s Committee of Huu Lung District to urgently coordinate with the Central Power Project Management Board (National Power Transmission Corporation) to implement measures to organize site clearance of 2 locations for building foundation columns, striving to hand over the ground to the construction unit before October 15.

Along with that, districts organize construction protection plans during the deployment of poles and wire pulling; the District People’s Committee actively cooperates with the National Power Transmission Corporation to arrange the location of the poles and organize the site clearance of the identified positions, especially quickly implement clearance and handover of the site to implement 11 anchorages, strive to complete the work before November, 15.

Particularly for the city, due to the difficult position of the pole in the project, the area is still facing difficulties when it is not possible to organize the implementation of site clearance, therefore, the Vice Chairman of the Provincial People’s Committee requested the City People’s Committee to actively organize propaganda for households in the affected area to agree and comply to hand over the premises. At the same time, the City People’s Committee  coordinate with related units to organize rope pulling at anchorages in the area.

For the National Power Transmission Corporation, Mr. Vice Chairman of the Provincial People’s Committee suggested the Corporation continue to closely coordinate with the authorities of the districts and city that have the transmission line passing through to promptly handle arising situations, determined to complete the project by the end of November 2022.
