The conference of the steering committee on compensation and site clearance for key projects

On November 11, the Steering Committee for compensation and site clearance for key projects in the province held a meeting to review and direct the implementation of a number of important contents. Mr. Nguyen Quoc Doan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the conference. Attending the conference were Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, Deputy Head of the Standing Committee of the Steering Committee; Mrs. Doan Thi Hau, Chairwoman of the Provincial People’s Council, Deputy Head of the Steering Committee; members of the Steering Committee.

At the conference, the Steering Committee reviewed and commented on the proposals on: amending the Working Regulations of the Steering Committee; promulgating the Decision approving the adjustment of the list of key projects to serve the direction of the Steering Committee and evaluating the implementation progress of the key projects under the direct supervision of the Provincial Steering Committee.

Accordingly, the list of key projects directly directed by the Provincial Steering Committee includes 5 projects: the 2^nd component project of Bac Giang – Lang Son expressway (Huu Nghi – Chi Lang section); National Highway 4B renovation project (section Km3+700); the project of the goods transshipment zone in the Dong Dang – Lang Son border-gate economic zone; the complex project of the Mau Son eco-tourism area and cable car; Hoang Dong golf course hotel project, Lang Son city.

After nearly a year of implementation, the Provincial People’s Committee proposed to remove the 2^nd component project of the Bac Giang – Lang Son expressway, the Huu Nghi – Chi Lang section, from the list of key projects directed by the Provincial Steering Committee, because the Provincial People’s Committee is implementing the investment procedures under the direction of the Prime Minister allowing the Provincial People’s Committee to separate the 2^nd component project from the investment project of the Bac Giang-Lang Son expressway into an independent project.

Regarding the implementation of site clearance and construction of key projects monitored by the Provincial Steering Committee, as of mid-November 2022, although the Party committees and district authorities have taken drastic action, the results of site clearance of key projects are still behind schedule and have not met the requirements.

Discussing at the conference, the members of the Steering Committee contributed ideas on the content of the Regulation on the operation of the Steering Committee, objects, scope and content of activities and agreed to adjust the list of projects subject to the Steering Committee’s monitoring and direction. At the same time, the members also pointed out difficulties and problems, proposed recommendations and solutions to carry out site clearance in the coming time for key projects in the province.

Concluding at the conference, Mr. Secretary of the Provincial Party Committee emphasized; Land acquisition, compensation and resettlement support for the implementation of socio-economic development construction investment projects are always difficult and sensitive issues because they are directly related to the rights and obligations of people assigned land use rights, Therefore, the site clearance of projects must be carried out methodically and decisively with higher political determination and efficiency.

In order to promote site clearance in the coming time, the Secretary of the Provincial Party Committee suggested: The Party Committee, authorities, and members of the steering committee should strictly implement working regulations, reporting regimes, focusing on closely following assigned areas; focus on doing well the propaganda and dissemination of legal education related to the work of ground clearance to residential areas; promote direct dialogue, listen to people’s opinions and recommendations. The functional departments and sectors immediately implemented the review of legal procedures for implementing projects from the procedures for approving investment policies, the order of land recovery…

For the report on amending the Working Regulations of the Steering Committee and adjusting the list of key projects subject to the Steering Committee’s direct supervision and direction. On the basis of the discussion results of the delegates, the Secretary of the Provincial Party Committee proposed the drafting agency to absorb as much as possible opinions, supplement and edit documents for the Steering Committee to issue and unify the effective implementation.
