Urgently implement resettlement areas to serve key projects

On May 15, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired a thematic meeting to assess the progress of site clearance of key projects and consider solving difficulties and problems in site clearance work in districts and city in April 2023 Attending the meeting were representatives of leaders of relevant departments and sectors and People’s Committees of districts and city.

According to a report of the Department of Natural Resources and Environment, in April 2023, districts and city well implemented the reporting regime according to provincial regulations, 11/11 districts and city sent reports on the implementation of site clearance of projects.

Through the review, 6 units reported arising problems in April and asked the province for solutions to remove them, including: 4 projects in Lang Son city; Loc Binh 1 project; Chi Lang 3 projects; Van Lang 3 projects; Dinh Lap 2 projects and Binh Gia 1 project.

Regarding the implementation progress of key projects, by the end of April 2023, out of 16 key projects in the province, there are 2 projects that are not eligible for site clearance. Out of the total 14 projects that are implementing site clearance, 5 projects have results of site handover in the month with an area of 3.04 ha, the handover area increased by 1.25 ha and increased by 3 projects compared to March 2023.

In April 2023, the main difficulties and problems related to the construction of architectural works on agricultural land for agricultural production before the time of the notice of land recovery; cases of building houses on recovered agricultural land but no other accommodation is available; problems in allocating resettlement land to affected households because the Provincial People’s Committee has not issued a decision to allocate resettlement land to the District People’s Committee…

Discussing about solving difficulties and obstacles in April, representatives of districts and city added more information to clarify and departments and sectors basically agreed with the plan proposed by the Department of Natural Resources and Environment. Particularly for problems related to site clearance of projects in April in the city, the representative of Lang Son City People’s Committee would like to withdraw the contents of the report on difficulties and problems for the city to review and report at the thematic meeting in May 2023.

Regarding the implementation of site clearance of key projects in April, representatives of investors, relevant departments and sectors suggested that districts continue to focus on speeding up site clearance to implement the project as planned. At the same time, the districts focus on reviewing projects with an area of ​​over 10 hectares of rice land to ensure accurate data to submit to the Prime Minister a plan to approve the change of rice land use purpose…

Concluding the meeting, regarding the difficulties and problems that need to be solved in April 2023, on the basis of opinions discussed, analyzed by departments, sectors, People’s Committees of districts, city and comprehensively considered problems, The Vice Chairman of the Provincial People’s Committee basically agreed with the solution proposed by the Department of Natural Resources and Environment.

Regarding the clearance progress of key projects, the Vice Chairman of the Provincial People’s Committee noted that the districts and city have taken drastic action but the results have not met the requirements. The reason is that the site clearance work is complicated, the detailed planning and the effective implementation of the plans are not high.

Regarding tasks in the coming time, for districts, if there is a written request to the province to quickly handle problems related to site clearance to speed up the project, Mr. Vice Chairman of the Provincial People’s Committee assigned the Department of Natural Resources and Environment to act as the focal point to receive and report to the Provincial People’s Committee for immediate settlement according to its competence, without waiting for the monthly meeting of the Provincial People’s Committee.

Investors need to continue to coordinate with districts and city to accelerate the site clearance as planned. In particular, districts need to review each project related to the recovery of rice land, forest land, construction protection documents, and enforcement of land acquisition and urgently implement projects on resettlement areas to serve the resettlement needs of affected households.

Districts and city that have key projects under the direct supervision of the Provincial Steering Committee need to focus on completing the site clearance work to meet the requirements and objectives of the plan that the Provincial Steering Committee has directed.
