Leaders of the Provincial People’s Committee worked with Viettel’s delegation: Discussing cooperation in implementing smart border gate system and smart customs

On the afternoon of August 30, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting with the delegation of the Military Industry and Telecoms Group (Viettel) led by Major General Nguyen Thanh Nam, Deputy General Director to discuss the survey, construction and deployment of a smart border gate system at Huu Nghi International Border Gate and a smart customs system.

Also attending the meeting were Mrs. Doan Thu Ha, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People’s Committee; leaders of provincial departments, agencies and sectors; leaders of several districts and city.

Overview of the meeting

At the meeting, leaders of the Management Board of Dong Dang – Lang Son Border Gate Economic Zone informed about the smart customs system and the pilot implementation of the smart border gate model in Lang Son province.

Accordingly, following the direction of the Prime Minister, on June 26, 2023, in Beijing (China), the People’s Committee of Lang Son province (Vietnam) and the People’s Government of Guangxi Zhuang Autonomous Region (China) has agreed to sign a Framework Agreement on promoting the pilot construction of a smart border gate between Vietnam and China.

According to the agreement, the two sides agreed to jointly promote the pilot construction of smart border gates at the specialized route for transporting goods at Huu Nghi border gate (Vietnam) – Youyi Guan(China), Specialized cargo transport route Tan Thanh (Vietnam) – Puzhai (China).

Smart border gates are the two countries Vietnam and China working together to build an independent, closed, specialized route for import and export of goods, separate from the currently used freight transport routes. The smart border gate model must be synchronous in infrastructure and information database with China, implementing contactless and uninterrupted transportation of goods, applying unmanned transport method moving along a fixed route (using magnetic nails) and automatic container crane devices, based on satellite positioning and 5G technology.

Regarding smart customs, currently, the General Department of Customs has completed the construction of all professional problems and functions of smart customs. In the coming time, the General Department of Customs will bid to select contractors according to regulations to carry out the construction and development of smart customs. Lang Son Provincial Customs Department, as the local enforcement agency, will be responsible for implementing the Smart Customs System built by the General Department of Customs in the near future.

Talking at the meeting, Viettel Group’s Deputy General Director briefly introduced the group’s infrastructure, capacity and experience in the fields of telecommunications and information technology. Based on its strengths, abilities and capabilities, Viettel Group wishes to accompany Lang Son province to implement a smart border gate system at Huu Nghi International Border Gate and a smart customs system.

Speaking at the meeting, the Chairman of the Provincial People’s Committee stated clearly: Building a smart border gate model is a new issue, since there is no smart border gate model in Vietnam. Currently, Lang Son province is developing a pilot project to build a smart border gate and is directing relevant departments and agencies to implement a number of specific tasks according to the roadmap. If Viettel Group wishes to implement the project, they will implement it according to State regulations.

The Chairman of the Provincial People’s Committee assigned the Management Board of Dong Dang – Lang Son Border Gate Economic Zone to act as the focal point to coordinate with Viettel Group to take steps according to regulations.
