The Provincial People’s Committee held a meeting to remove difficulties and obstacles in site clearance for 3 key traffic projects

On the afternoon of February 20, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to remove difficulties with site clearance for 3 projects: renovating and upgrading National Highway 4B, section Km3+700 to Km18; Upgrading section Km18 – Km80 of National Highway 4B; Huu Nghi Border Gate – Chi Lang Expressway.

Attending were Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee, leaders of departments, People’s Committees of districts: Cao Loc, Loc Binh, Chi Lang, Van Lang, Dinh Lap, Lang Son city and representatives of investors, investors proposing projects, units executing projects.

According to the report of the Department of Natural Resources and Environment, by the end of February 2024, out of 3 projects, 2 projects had site handover results. In particular, the project to renovate and upgrade National Highway 4B, section Km3 + 700 to Km18, has handed over 95% of the area. There are currently 44 households in Cao Loc and Loc Binh districts that have not yet handed over their sites for construction because the implementation of resettlement areas has not been timely. The project to upgrade National Highway 4B, section Km18 – Km80, Loc Binh and Dinh Lap districts are measuring the recovered area of about 151.5 hectares and organizing to mobilize people to hand over the land in advance to construct 3 bridge projects in the Loc Binh district. Currently, the project is facing problems with traffic land quotas and the project must seek approval from the Prime Minister on converting rice land use purposes. At the same time, the planning of the location of the land site and waste disposal site serving the project has not yet completed the prescribed procedures.

At the Huu Nghi – Chi Lang Border Gate expressway project, currently, the People’s Committees of Lang Son city, Chi Lang, Cao Loc and Van Lang districts are measuring the land area that needs to be recovered and completing legal documents for resettlement works to serve the project.

At the meeting, delegates focused on discussing and proposing solutions to remove difficulties and obstacles related to project implementation. Representatives of contractors requested the Provincial People’s Committee to launch an emulation movement to speed up the progress of site clearance for projects, and urgently identify locations of earthen mines and waste disposal sites so that contractors can organize construction items without interruption; Relocation of technical infrastructure works within the project scope.

Concluding the meeting, the Chairman of the Provincial People’s Committee emphasized: These are key transport infrastructure projects of the province, have great pervasiveness and require very urgent progress.

To remove difficulties and obstacles in site clearance for projects, he requested: For the Huu Nghi – Chi Lang Border Gate expressway project, districts urgently complete the selection of measurement units and complete the measurement of the land area to be recovered in the first quarter of 2024; Complete documentation of resettlement projects for the Department of Construction to appraise and submit to the Provincial People’s Committee for approval in the first quarter of 2024. Regarding problems related to the land area for project implementation due to scale adjustment, the Department of Natural Resources and Environment was assigned to advise on organizing a thematic meeting to completely resolve it in February 2024.

For the project to renovate and upgrade National Highway 4B, section Km3+700 to Km18, site clearance progress in Cao Loc and Loc Binh districts is very slow, the Chairman of the Provincial People’s Committee requested the People’s Committees of the districts to complete site clearance for unfinished areas and complete the construction of resettlement areas to accommodate affected households before March 31, 2024.

Regarding the project to upgrade section Km18 – Km80 of National Highway 4B, the Chairman of the Provincial People’s Committee directed the Department of Natural Resources and Environment to urgently complete the dossier on converting rice land use purposes; District People’s Committees must select a consulting unit for measurement and complete measurement in the first quarter of 2024; promote propaganda and mobilize people to hand over land, especially for bridges, earth mines, and waste dumps; Loc Binh District People’s Committee urgently completes investment procedures to start construction on the 8+10 resettlement area in Na Duong town in March 2024.

In addition, to organize the implementation of site clearance for the above key traffic projects, the Chairman of the Provincial People’s Committee requested the People’s Committee of the district and city where the project is located to develop detailed weekly, monthly and quarterly plans to send to the Provincial People’s Committee and investors for monitoring, inspection and supervision before March 5, 2024.
