The Provincial People’s Committee held a meeting to agree about the scenario of socio-economic growth in 2020

(LSO) – On the morning of April 15, Mr. Nguyen Cong Truong, Vice Chairman of the Provincial People’s Committee chaired the meeting to agree about the plan for developing the socio-economic growth scenarios for the remaining period of 2020. Attending the meeting were leaders of provincial departments and sectors.

At the meeting, the leader of the Department of Planning and Investment presented a general scenario of economic growth in Lang Son province in 2020 due to the impact of Covid-19. In which, there were general development assessment of the economic sectors and economic field in the first quarter of 2020; economic growth scenarios and a number of tasks and solutions continuing to be implemented from now to the end of 2020.

The contents of the anticipated economic growth scenarios according to the development of the disease include: Scenario 1 (epidemic is controlled in April 2020): the economic growth rate is likely to reach 6 – 6.5% , in which, agriculture – forestry will increase by 3 – 3.5%; industry – construction will increase by 8 – 9%; services will increase by 7-8%, product tax without product subsidies will decrease by 4 – 5%.

Scenario 2 (epidemic lasts until the second quarter of 2020): the economic growth rate is likely to reach 4 – 4.5%, of which, agriculture – forestry will increase by 3 – 3.5%; industry – construction increases by 7-8%; services will increase by 4 – 5%, product tax without product subsidies will reduce by 9 – 10%;

Scenario 3 (epidemic lasts until the end of 2020): the economic growth rate is likely to reach 1 – 1.5%, of which, agriculture – forestry will increase 3 – 3.5%; industry – construction will increase by 7-8%; services will decrease by 1-2% (negative growth); Product taxes without product subsidies will decrease by 12-13% (negative growth).

Along with the scenarios, the delegates agreed on a number of key solutions that need to be implemented in the coming time to achieve the planned economic growth rate in 2020 such as: continuing to focus on implementing “double tasks” in effectively preventing and fighting against the epidemic, promoting development and determining to accomplish socio-economic goals in 2020; continuing to ensure customs clearance, timely remove difficulties and problems in goods import and export activities, limit goods congestion at border gates of the province while ensuring epidemic prevention; focusing on directing, soon completing and putting into use large and important infrastructure works.

Strengthening inspection and urging investors, contractors to quickly complete investment procedures, accelerate the implementation and disbursement of public investment capital sources of the 2020 plan; promoting the development of processing industries, supporting industries, improving the value of processed products from agriculture – forestry, mining industry; synchronizing solutions to promote, attract investment, develop enterprises; drastically directing the management of budget revenues.

Speaking at the meeting, Deputy Chairman of the provincial People’s Committee emphasized: The sectors should seriously implement administrative discipline and regulation; improve the sense of working responsibility, attitude of officials and public servants in serving people and businesses. At the same time, urgently assess the impact of the epidemic on the relevant fields, following the prepared scenarios of the epidemic situation to propose solutions and development goals of the fields in charge in 2020; especially in large fields such as agricultural production, industry – construction, finance and culture – education, striving to complete the set objectives in each scenario.
