Leaders of the Provincial People’s Committee worked with the Department of Finance

On the morning of August 4, 2022, Mrs.Doan Thu Ha, Vice Chairwoman of the Provincial People’s Committee chaired a working session with the Department of Finance to evaluate the implementation of financial and budgetary tasks in the first 7 months of the year, tasks and solutions for the last 5 months of 2022; building the state budget estimate in 2023 and the financial-budget plan for the year 2023-2025.

Although the COVID-19 pandemic situation continues to affect the production and business activities of enterprises and business households and import and export activities of goods through the provincial border gates, by the end of July 31, 2022, total state budget revenue in the area achieved more than 4.3 trillion VND, reaching 55.7% of the central estimate, 55% of the estimate assigned by the province, equaling 65.2% in same period in 2021.

In addition, in the first 7 months of 2022, the Department of Finance actively coordinated with other sectors to focus on budget spending, disbursement of public investment capital, advising the Provincial People’s Committee on the management and administration in the fields of state management of prices, public assets, etc. Especially the Department focused on implementing a number of key tasks assigned by the Provincial People’s Committee from the beginning of 2022.

In addition to the achieved results, the implementation of the tasks of the Department of Finance still has some limitations such as the work of coordination with sectors in advising the Provincial People’s Committee to deploy state budget revenue in the locality is still not timely; the consulting work to implement the auction of assets attached to the land under its management is still slow; appraisal work is still slow;…

In the program, the leaders of the Department of Finance also reported on the implementation of the land use right auction in 2022 – 2023 under the management of the province in the province; report on the building of the expected and the 2023 financial-budget plan.

Accordingly, based on the situation of socio-economic development in 2022 in the province and forecast a number of factors affecting budget collection, The Department of Finance prepared an estimate of the total state budget revenue in 2023, which is expected to be more than 7.1 trillion VND.

At the meeting, representatives of leaders of departments and agencies focused on exchanging and discussing the achieved results, especially clarifying the limitations affecting the budget revenue and expenditure and some activities in the financial sector in the first 7 months of the year; propose solutions for implementation in the last months of 2022. At the same time, the delegates attended the working session focused on discussing the state budget revenue estimate in 2023.

Concluding the meeting, the Vice Chairwoman of the Provincial People’s Committee noted the results of the implementation of the tasks of the Department of Finance in the first months of 2022.

Regarding the tasks in the coming time, the Vice Chairman of the Provincial People’s Committee asked the Department of Finance to continue to coordinate with other departments, branches, districts and cities to propose solutions, focusing on implementing budget collection in the last months of the year; reviewing and arranging spending tasks, minimizing unnecessary expenses; implementing drastic and synchronous solutions to speed up the disbursement of public investment capital; strengthening the management and effective use of public assets; following the market movements and prices of important and essential commodities to effectively implement price management; continue to implement synchronously and effectively Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government on regulations on financial autonomy mechanism of public non-business units and Decree No. 32/2019/ND-CP dated September 10, 2019 of the Government on assigning tasks, ordering or bidding for the supply of public products and services using the state budget from regular funding sources;…

For the building of the state budget estimate in 2023 and the three-year financial plan from 2023-2025, Mrs. Vice Chairwoman of the Provincial People’s Committee requested the Department of Finance to continue to coordinate with the sectors to analyze and properly assess the influencing factors, the ability to perform tasks in 2022 and predict the development to build the plan for 2023; medium-term plan to ensure compliance with principles, criteria and norms; ensuring publicity, transparency, striving and goals and tasks for local socio-economic development in the coming time.
