Provincial People’s Committee holds a regular meeting in August 2022: Continuing to focus on implementing key tasks of 2022

On August 26, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the regular meeting of the Provincial People’s Committee in August 2022.

At this meeting, the Provincial People’s Committee met to discuss and consider 7 contents, in which, the delegates spent a lot of time discussing and reviewing the draft Report of the Provincial People’s Committee on the socio-economic status in August and first 8 months of the year, the key task of September 2022; draft Report on the implementation of socio-economic development in the first 9 months of the year, key tasks in the fourth quarter of 2022.

According to the draft report presented by the Department of Planning and Investment, in the first nine months of 2022, the Provincial People’s Committee focused on directing the comprehensive development of socio-economic fields. Provincial leaders have carried out inspections by topic, sector and field in 10 districts and Lang Son city; worked with departments, sectors, investors, businesses. Thereby, many indicators on socio-economic development achieved positive results.

The most typical is the removal of obstacles in customs clearance activities at the provincial border gates. As a result, the capacity of customs clearance of imported and exported goods through border gates in the province has continued to be improved, with an average of 619 vehicles/day, up about 20% compared to June 2022; tourism activity recovered, increased sharply over the same period last year. The total number of tourists in the first 9 months of the year was estimated at 3,077 million, reaching 88.9% of the plan, up 181.1% over the same period in 2021;…

However, besides the areas that achieved their goals, the state budget revenue in 9 months did not meet the estimate (total estimated revenue was 5,290.8 billion VND, reaching 67.4% of the estimate, down 34.3% over the same period).

Concluding this content, Chairman of the Provincial People’s Committee said: “During natural disasters and complicated development of diseases, with the leadership of the Provincial Party Committee, the supervision of the Provincial People’s Council, the active participation of the Fatherland Front Committee and socio-political organizations, the initiative, flexibility, attention, focus in the direction and operation of the Provincial People’s Committee together with the close coordination of sectors and levels, consensus of the People and the business community, socio-economic targets have been on schedule, 4/18 targets have been completed and exceeded the assigned plan. However, there are still a number of areas that have not yet met the requirements such as the low disbursement of public investment capital, complaints of many people which tend to increase; non-budget investment projects which tend to decrease…

The Chairman of the Provincial People’s Committee stated: “In the fourth quarter of 2022, sectors and levels should continue to synchronously and drastically implement resolutions of the Government, the Executive Committee of Provincial Party Committee, the Provincial People’s Council and Decision of the Provincial People’s Committee on socio-economic development tasks, goals and budget estimate for 2022. In which, they should focus on implementing solutions to collect state budget in the area; continue to drastically perform the compensation and site clearance and accelerate the disbursement of public investment capital; continue to effectively implement the main tasks and solutions to improve the business environment and improve the national competitiveness in 2022 in the province; … The Chairman of the Provincial People’s Committee asked the drafting agency (Department of the Planning and Investment) to soon complete the draft Report to submit at the upcoming meeting of the Provincial People’s Council.”

The meeting also pay attention to commenting on the draft Action Program of the Executive Committee of Provincial Party Committee implementing Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, national defense and security assurance in the Northern midland and mountainous region by 2030, with a vision to 2045; the draft Decision of the Provincial People’s Committee on a number of indicators, criteria for new rural communes, enhanced new rural communes and model new rural communes for the period 2022 – 2025 in Lang Son province. Accordingly, the drafting agency (Department of Agriculture and Rural Development) should develop 2 options, option 1 was to issue a Decision with instruction for implementing 13 indicators of 9 criteria prescribed by the Provincial People’s Committee for new rural communes, enhanced new rural communes, model new rural communes; Option 2 was to fully combine the indictors and criteria set by the Provincial People’s Committee and those prescribed by the central government in the Criteria for new rural communes, enhanced new rural communes, model new rural communes in the period of 2022 – 2025 into a single decision of the province. After reviewing and discussing, the Chairman of the Provincial People’s Committee agreed to choose option 2, assigning the Department of Agriculture and Rural Development to absorb comments for completing the draft.
