Provincial People’s Committee holds its regular meeting in November (the 1st session): Discussing and commenting on 9 contents

On November 10, the Provincial People’s Committee held its regular meeting in November (the 1st session). Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the meeting.

Attending the meeting were Mrs. Doan Thi Hau, Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial People’s Council; leader of the Provincial Fatherland Front Committee.

At the meeting, the delegates reviewed and commented on 9 contents submitted by 5 departments and sectors, in which, they focused on discussing a number of key contents including draft reports of the Provincial People’s Committee and resolutions of the Provincial People’s Council on stipulating the proportion of construction investment projects with the specific mechanism under the National Target Programs for the period of 2021 – 2025; adjusting some contents of Resolution No. 09/NQ-HDND dated July 7, 2022 of the Provincial People’s Council on the allocation of state budget for implementation of national target programs in the province in 2022; stipulating the level of support for production development under the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period of 2021 – 2025; merging, dissolving, renaming villages and residential groups; deciding to adjust the investment policy of the project to expand the specialized commodity transportation road at 1119-1120 Huu Nghi International Border Gate.

Regarding the contents submitted at the meeting, the delegates commented to complete the draft. After listening to the discussion of the delegates at the meeting, the Chairman of the Provincial People’s Committee gave his opinion on each specific content.

Regarding the draft report of the Provincial People’s Committee and the Resolution of the Provincial People’s Council stipulating the proportion of construction investment projects with the specific mechanism under the National Target Programs for the period of 2021 – 2025, Mr. The Chairman of the Provincial People’s Committee stated: “The promulgation of this resolution is very necessary in order to promote decentralization, improve the capacity of commune-level officers and facilitate the participation of the people with the aim of reduce project costs.”

He agreed that it was highly feasible for districts and city to ensure that the proportion of construction investment projects with the specific mechanism for the period of 2021 – 2025 to be at least 20% of the total number of construction investment under the National Target Programs for the period of 2021 – 2025. On adjusting some contents of Resolution No. 09/NQ-HDND dated July 7, 2022 of the Provincial People’s Council on the allocation of state budget for implementation of national target programs in the province in 2022, the Chairman of the Provincial People’s Committee agreed to adjust the title of the resolution and adjust 3 contents in the resolution. Regarding the sustainable poverty reduction program, funds would be sent directly to the district-level continuing education center, the location of some projects in a number of districts would be changed, the reciprocal capital of the district budget to implement the national target program would be supplemented.

For regulations on certain levels of support for production development to implement the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-economic Development in Ethnic Minority And Mountainous Areas in the 2021-2025 period in the province, he stated: “The submission of the Provincial People’s Council to promulgate the above resolution is within the right authority, through which, is the basis for the Provincial People’s Committee to reasonably allocate and use sources of capital. Besides the funding to support production development under the two programs above, there are also other funding sources from other programs, therefor the production support level of no more than 2 billion VND/project is reasonable.”

He asked the drafting agencies to absorb comments, add to the draft documents and submit them to the Provincial People’s Committee by November 13, 2022.

The meeting also discussed, commented and decided on a number of other important contents.
