Provincial People’s Committee holds regular meeting in February

On February 20, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the February regular meeting of the Provincial People’s Committee.

At the meeting, the delegates considered and discussed 11 contents submitted by 9 agencies and units, in which the delegates focused on discussing the draft Decision of the Provincial People’s Committee promulgating the set of criteria for new rural residential area model and new rural area model and smart village criteria in the set of new rural commune model criteria in the province in the period of 2023 – 2025.

According to the draft, the model set of criteria for new rural residential areas for the period 2023-2025 has 8 criteria and 22 criteria; For a smart village, all 5 criteria must be met, in which the focus is that the village must have fiber optic Internet infrastructure and 3G/4G mobile communication cover the village; have typical products of people in the village (if any) are introduced and sold on websites, social networks or on e-commerce platforms…

Regarding this content, after listening to the report of the Department of Agriculture and Rural Development and the opinions of the relevant departments and agencies, the Chairman of the Provincial People’s Committee stated: Building a new rural residential area model, a new rural village model is an important content in maintaining and improving the quality of criteria in communes that have been recognized as meeting new rural standards. Since then, the models formed prominent rural villages and residential areas comprehensively in terms of economy, culture, society, landscape, environment and security and order to serve as a model for replication in the locality. Based on the comments at the meeting, the drafting agency urgently completed the draft for submission to the Provincial People’s Committee.

In this meeting, the Department of Agriculture and Rural Development submitted two other important contents, namely the draft Resolution of the Provincial People’s Council on local adjustment of the forest land area outside the planning of 3 types of forests to implement the project of upgrading National Highway 4B, section Km18 – Km80 and the draft Decision of the Provincial People’s Committee promulgating the Regulation on decentralization of management of irrigation works in the province.

Regarding the content of local adjustment of forest land area to implement the project of renovating and upgrading national highway 4B, section Km 18 – Km 80, Mr. Chairman of the Provincial People’s Committee noted that the Department of Agriculture and Rural Development received comments from sectors and districts to complete the draft before February 28. Particularly, the draft Decision of the Provincial People’s Committee promulgating regulations on decentralization of management of irrigation works in the province, the Provincial People’s Committee has not considered at this meeting.

In the program, the meeting also focused on reviewing, discussing and giving opinions on the draft Plan of the Standing Committee of the Provincial Party Committee to implement the Directive No. 17-CT/TW, dated October 21, 2022 of the Secretariat of the Party Central Committee on strengthening food security and safety in the new situation; draft Action Program of the Standing Committee of the Provincial Party Committee to implement Directive No. 20 dated December 12, 2022 of the Secretariat of the Party Central Committee on strengthening the Party’s leadership in the work of sending Vietnamese workers to work abroad in the new situation.

Regarding these two contents, Mr. Chairman of the Provincial People’s Committee basically agreed with the draft content. However, for the draft Plan of the Standing Board of the Provincial Party Committee to implement Directive No. 17-CT/TW, Mr. Chairman of the Provincial People’s Committee requested the Department of Health to supplement specific tasks and solutions for each sector and each level; In particular, the content of the plan should be associated with the implementation of Directive No. 10 -CT/TU dated 3/3/2022 of the Standing Board of the Provincial Party Committee on strengthening leadership in the work of ensuring food safety in the new situation, and at the same time closely adhere to the specific actual situation of the border province.

Regarding the Draft “Action Program of the Standing Board of the Provincial Party Committee to implement Directive No. 20 dated December 12, 2022 of the Secretariat of the Party Central Committee, the Chairman of the Provincial People’s Committee requested: The Department of Labor, Invalids and Social Affairs needs to clearly identify the labor markets suitable to the capacity and qualifications of laborers in the province; consider supporting training, guiding skills, qualifications, application procedures, mechanisms and policies on funding; labor management in foreign countries. At the same time, the plan should clearly state the general goals, specific objectives, proposed solutions, inspection and supervision work…

He requested the drafting agencies to expeditiously complete and submit to the leaders of the Provincial People’s Committee for consideration before submitting to the Standing Board of the Provincial Party Committee at the next meeting.

In addition to the above contents, this session also considered, discussed and approved a number of draft contents: Decision of the Provincial People’s Committee on adjusting and supplementing Decision No. 2386/QD-UBND dated December 8, 2021 of the Provincial People’s Committee approving the Project “Establishing, building and developing Lang Son Geopark in the phase 2021 – 2025”; Decision of the Provincial People’s Committee stipulating the costs of supporting investment preparation and project management for construction investment projects that apply specific mechanisms under the national target programs in the province; Decision of the Provincial People’s Committee on payment and settlement of integrated capital sources, mobilized capital and other capital sources for implementation of national target programs in the period of 2021-2025 and some other important contents.
