The delegation of Central Government works with Lang Son Provincial People’s Committee: Focusing on synchronous solutions to remove the “bottlenecks” of the locality

On the afternoon of May 12, the delegation of Central Government led by Member of the Party Central Committee, Minister of Health Dao Hong Lan worked with the People’s Committee of Lang Son province on the situation of production, business and investment in infrastructure construction and export and import in Lang Son province.

Participating in the delegation were representatives of relevant ministries and sectors. Receiving and working with the delegation were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee Ho Tien Thieu, Vice Chairmen of the Provincial People’s Committee and leaders of relevant departments and sectors.

According to the report at the meeting, in 2022 and the first 4 months of 2023, the socio-economic situation of Lang Son province continued to recover in all fields. The growth rate of gross domestic product (GRDP) reached 7.22%, in which the agriculture and forestry sector increased by 5.01%, the industry and construction increased by 11.03%, and the service sector increased by 6.6%.  The economic structure shifted in the right direction, in which agriculture, forestry and fishery accounted for 21.1%, industry – construction increased by 24.4%, services accounted for 49.98%, product tax minus product subsidies at 4.52%, GRDP per capita was 51.72 million VND.

Specifically, in 2022 and the first 4 months of 2023, Lang Son province synchronously and comprehensively implemented solutions to restructure the agriculture, agro-forestry production in association with new rural development.

Specific policies encouraging investment, cooperation development, production and consumption linkage of agricultural and rural products have been implemented effectively, the province has lent 319 billion VND with preferential rates; supported 22 new cooperatives to open; supported 16 objects  in brand development to expand the market, supported the development of 32 OCOP products…; afforestation has reached more than 13,330 ha (9,300 ha of which were planted in 2022 and 4,030 ha were planted in the first 4 months of 2023), by the end of April 2023, the province had 86 communes meeting new rural standards…

Regarding the investment in construction and implementation of key projects, in 2022, the whole province has disbursed investment capital assigned at the beginning of the year, reaching 92.8% of the plan; disbursement of national target program capital reached 75.3%. For the capital plan in 2023, by the end of the first quarter of 2023, the whole province disbursed 589 billion VND, equivalent to 15.2% of the plan.

Regarding the implementation of key projects, the province was currently focusing on urging the implementation of 16 key projects and coordinating with relevant ministries, sectors and provinces to promote the preparation for investment in key national transport infrastructure projects in the area.

Regarding the import and export situation, in 2022, the total export and import turnover of goods through the area reached 3.1 billion USD, in the first 4 months of 2023, goods import and export activities were favorable. Total export and import turnover through the province reached 1.345 billion USD, up 120.5% over the same period in 2022.

At the meeting, the leaders of Lang Son province asked the Government to help the province remove difficulties in 4 contents; suggested ministries and sectors to removing obstacles in 9 contents. These were difficulties and problems that have been mentioned by the province to the Government and ministries for many years related to the implementation of public investment, site clearance, and conversion of the use of rice and forest land. … but have yet been solved.

In addition, the province has 10 new recommendations to the Government related to building and completing the system of documents, mechanisms and policies; recommendations to relevant ministries and sectors in 48 issues related to planning – investment, construction, natural resources – environment, agriculture and rural development…

Regarding the recommendations of the province, representatives of the ministries and sectors gave the answers right at the meeting; for unclear contents, the ministries would reply to Lang Son province in writing.

Speaking at the meeting, the Chairman of the People’s Committee of Lang Son province expected that the Minister, Head of the delegation, ministries and central sectors would continue to pay attention to and support Lang Son in the implementation of socio-economic development tasks, infrastructure construction; as well as to quickly and promptly settle the recommendations of the province sent to the Government, ministries and sectors in removing difficulties and problems related to the implementation of socio-economic development programs and plans of the province.

Concluding the meeting, the Head of the Government’s delegation highly appreciated the preparation of the contents by the People’s Committee of Lang Son province to serve the working session as well as the efforts of Lang Son province in directing and administering socio-economic development. In particular, the province did a very good job of trading goods through the border gates, supporting businesses in the whole country in promoting cross-border import and export activities between Vietnam and China and ASEAN countries with China amid the complicated developments of the COVID-19 epidemic over the past time.

However, Lang Son still had faced many difficulties in implementing the province’s key socio-economic development programs such as attracting investment, building economic and technical infrastructure, focusing on transportation infrastructure, planning, site clearance.

Regarding the recommendations of Lang Son province, the head of the delegation received them all and she would summarize and report to the Government in the near future.

Regarding the tasks in the coming time, she suggested the Provincial People’s Committee continue to strictly implement the instructions of the Central Party and the Government related to the operating mechanism for the implementation of socio-economic development, national defense – security and foreign affairs; effectively implement administrative procedure reform, digital transformation, business investment environment improvement, effectively mobilize resources to invest in infrastructure construction, especially transport infrastructure, focus on implementing synchronous solutions to remove local “bottlenecks” in development.

For the implementation of programs and projects using public investment capital, the head of the delegation suggested the province continue to direct relevant agencies and investors to focus on speeding up construction and disbursement of investment capital according to the plan.
