Provincial leaders inspected the implementation of key traffic projects in Dinh Lap district

On February 22, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee inspected the actual implementation of the road project connecting National Highway 4B to National Highway No.18 in Dinh Lap district and the  road to the center of poor mountainous communes 30a project: Dong Thang, Cuong Loi, Lam Ca; ensuring social security and serve Dinh Lap district’s national security and defense (phase 2).

The representative of investors reported to the Chairman of the Provincial People’s Committee the construction status of the road project connecting National Highway 4B to National Highway No.18 on the route map.

According to reports from investors, the road project connecting National Highway 4B to National Highway 18, Dinh Lap district has a total length of 10.5 km and the road to the center of poor mountainous communes 30a: Dong Thang, Cuong Loi, Lam Ca have a total length of more than 30.36 km.

In particular, the road connecting National Highway 4B to National Highway No.18, Dinh Lap district will be started in mid-2023 and expected to be completed in 2026. By the end of February 2024, the volume of roadbed excavation and embankment work reached 45% of the plan, and bridge, culvert, and embankment items are being constructed as planned. The value of the entire project’s implementation volume to date is 54.5/264.1 billion VND, reaching 20.6% of the plan, and the implementation progress is satisfactory.

Regarding site clearance, Dinh Lap District People’s Committee has approved and mobilized people to hand over clean land for construction of 8/10.5 km2, the remaining area is facing problems due to land disputes between affected households.

For the road project to the center of poor mountainous communes 30a: Dong Thang, Cuong Loi, Lam Ca, the construction and installation of road base items, opening the base according to design is 27.3/30.36 km, reaching 85% of the volume; Bridge and box culvert locations are under construction. The total value of the entire project’s implemented volume reached 108/208 billion VND. For site clearance work, Dinh Lap district has handed over 100% of the area for project construction.

At the inspection, the investor representative requested the People’s Committee of Dinh Lap district to urgently hand over the unreleased area and soon complete the relocation of the technical infrastructure system at the road project connecting National Highway 4B with National Highway No.18. Dinh Lap District People’s Committee requested investors to urge contractors to focus on human resources and take advantage of favorable weather to speed up progress to meet traffic standards of the new rural district.

Representatives of departments and sectors requested investors and contractors to pay special attention to project quality management, ensuring traffic safety on construction sites, ensure traffic safety on the construction site, have a reasonable plan to gather materials to speed up the progress of projects. At the same time, investors need to develop detailed construction plans to accelerate disbursement of allocated investment capital in 2024.

Concluding at the inspection, the Chairman of the Provincial People’s Committee emphasized: These are two important transport infrastructure projects, contributing to strengthening the provincial connection between Lang Son and Quang Ninh. The province has prioritized resources to implement projects, Dinh Lap district has also taken drastic action to clear the site, basically having a clean site for construction. However, the implementation of the road project to the center of poor mountainous communes 30a: Dong Thang, Cuong Loi, Lam Ca is still slow and does not meet the requirements.

To speed up the progress of the works, he requested the construction contractor to fully concentrate human resources and equipment as committed to simultaneously construct the entire route; develop a detailed plan and send it to the Provincial People’s Committee to monitor the implementation situation before March 5, 2024.

He assigned the People’s Committee of Dinh Lap district to inspect the construction organization and implementation of contractors at the project and report to the Provincial People’s Committee before February 27, 2024 and accelerate the progress of completing site clearance in March 2024. Especially during the implementation of projects, investors must pay close attention to handling locations with potential landslide risks on the route to ensure traffic.

On the occasion of the beginning of the Lunar New Year 2024, on behalf of the provincial leaders, the Chairman of the Provincial People’s Committee gave gifts and encouraged the contractors carrying out construction on the route.
