The 2024 Spring Meeting : Continue to strengthen comprehensive cooperation in all fields

On the morning of February 28, in Beihai City, Guangxi, China, Guangxi Zhuang Autonomous Region, China organized the 2024 Spring Meeting between Provincial Party Secretaries of 4 border provinces of Vietnam including: Ha Giang, Lang Son, Quang Ninh, Cao Bang and Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region, China.

Attending the conference, on the Vietnamese side were Mr. Nguyen Quoc Doan, Member of the Party Central Committee, Secretary of Lang Son Provincial Party Committee; Mr. Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee; Mr. Tran Hong Minh, Member of the Party Central Committee, Secretary of the Cao Bang Provincial Party Committee; Mr. Nguyen Manh Dung, acting Secretary of the Ha Giang Provincial Party Committee; representative of the Central Foreign Affairs Committee; representative of the Ministry of Foreign Affairs; leaders of the Vietnamese Embassy in China; Leaders of the Provincial People’s Committee and leaders of departments, sectors and commissions of 4 Vietnam border provinces.

On the Chinese side, there were Mr. Liu Ning, Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region, China; Mr. Xiong Bo, Chinese Ambassador to Vietnam; Representatives of agencies of the Guangxi Zhuang Autonomous Region, China.

Speaking at the program, leaders of 5 provinces and region jointly evaluated the results of implementing the cooperation contents agreed at the 2023 Spring Meeting. Accordingly, it was agreed to evaluate the contents of exchange and cooperation that have been implemented on schedule, and friendly neighborly relations continue to be maintained; Political trust is constantly cultivated; key areas are implemented effectively; difficulties and obstacles in the basic cooperation process are coordinated and promptly resolved.

Particularly for Lang Son province (Vietnam), in 2023, the Provincial Party Committee and People’s Committee have directed all levels and sectors to flexibly apply many forms of cooperation and timely exchange of information with equivalent agencies in Guangxi, China. Thereby, cooperative activities in all fields are implemented promptly and effectively. Especially regularly cooperate to promote convenience and improve goods clearance capacity.

In order to continue promoting the achieved achievements and overcome difficulties and limitations in implementing agreements and cooperation plans among the 5 provinces and region in the coming time, at the meeting, Secretary of the Lang Son Provincial Party Committee proposed a number of contents such as: continue to propose specific solutions and roadmaps and regularly direct and urge all levels and sectors to implement them; continue to consolidate and highly promote existing cooperation and exchange mechanisms between party agencies, governments, socio-political organizations, people and businesses of both sides; continue to focus on directing the effective implementation of key cooperation areas. In particular, priority is given to promoting the restoration, upgrading and maximizing the efficiency of customs clearance of goods at 12/12 pairs of border gates, the important traditional openings that have existed between Lang Son province (Vietnam) and Guangxi Zhuang Autonomous Region (China).

Within the framework of the program, leaders of the 5 provinces and region have agreed that in 2024 and in the coming time, the provinces and region will continue to strengthen friendly exchange activities and comprehensive cooperation in all fields, from there, continue to further deepen the comprehensive strategic cooperative partnership between Vietnam and China.

At the 2024 Spring Meeting, the Provincial and Regional Party Committee Secretaries signed a Minutes on building a community sharing the future of Vietnam – China; witnessed the signing ceremony of the Implementation Plan for the period of 2024 – 2026 between the health departments of 4 border provinces of Vietnam and the Health Committee (Guangxi, China) on medical cooperation; memorandum of understanding on establishing a cooperation mechanism to promote logistics services between the four border provinces of Vietnam and the Guangxi Zhuang autonomous region, China.

Key leaders of 5 provinces and region witnessed the signing ceremony between the Department of Health of 4 border provinces of Vietnam and the Health Committee (Guangxi, China) on medical cooperation.

It is known that the 2025 Spring Meeting Program will be held in Quang Ninh province, Vietnam.
