Online conference on labor market development

On the morning of August 20, Prime Minister Pham Minh Chinh chaired an online conference on developing a flexible, modern, sustainable and integrated labor market. Attending the conference were Deputy Prime Minister Vu Duc Dam; leaders of a number of central ministries and sectors; representatives of training institutions, experts in the field of labor and a number of domestic and foreign corporations and business.

Attending the conference at the connection point of Lang Son province were Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; leaders of a number of provincial departments, commissions and sectors; Lang Son Vocational College.

As of December 31, 2020, the whole country has more than 6 million economic, administrative and non-business establishments, increasing by 1.8% per year on average, recruiting and employing more than 27.5 million employees; 684.3 thousand businesses are operating with production and business results with 14.7 million employees, an increase of 35.5% in the number of businesses and an increase of 4.9% in the number of employees compared to 2016. In the first 7 months of 2022, the whole country has 89.4 thousand newly registered businesses with a total of 621 thousand employees.

Policies, programs and job creation solutions have been implemented synchronously, actively and effectively. In the period of 2012-2019, on average, establishments and businesses create jobs in the country for about 1.5 to 1.6 million labors/year; in 2020 and 2021 due to the impact of the COVID-19 pandemic, the number of workers has new jobs is about 1.3 million people; the overall unemployment rate was below 3% and below 4% for the urban unemployment rate for the period of 2012-2019. In 2021, due to the impact of the COVID-19 pandemic, the unemployment rate of working age is 3.22% (increasing by 0.54%); unemployment rate in urban areas is 4.42%, 1.94% higher than in rural areas.

In Lang Son province, the province’s labor force is 323,197 people, accounting for 40.55% of the population. The number of employees working in economic sectors in 2021 is 299,976 people, accounting for 37.64% of the population. in which employees working in the agriculture, forestry and fishery industries account for 40.5%, the trade – service sector accounts for 36.36%, the industry and construction industry accounts for 23.06%. In 2021, the province’s general unemployment rate according to the new statistical criteria is 7.82%, of which the unemployment rate in urban areas is 8.66% and rural areas is 6.7%.

At the conference, there were 20 opinions, the delegates focused on discussing the need to raise the society’s awareness about vocational education development, paying attention to training high-quality human resources for fast and sustainable development; specific policies and strengthening state management on labor market development; sharing domestic and international experiences on solutions to develop the labor market, attract high-quality human resources; difficulties, challenges and impacts on the labor market; recommendations and proposals of experts, enterprises, corporations, ministries and sectors on labor policies; information on the recruitment needs of unskilled laborers, qualified laborers who have undergone basic training of businesses and large business groups today and in the coming years…

Speaking at the conclusion of the conference, Prime Minister Pham Minh Chinh thanked and wished that international agencies and organizations would continue to provide financial support, improve capacity, share development experience, management of the labor market and human resources of Vietnam.

The Prime Minister proposed: After this conference, the Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility and coordinate with ministries, departments, sectors, localities, associations and businesses in researching, advising, soon submit to the Prime Minister for promulgation a directive on concentrating resources to develop the labor market and improve the quality of human resources in order to quickly recover the socio-economy, attract foreign investment, meet the requirements of industrialization and modernization of the country. This will be an important step to start the development of the labor market in the coming time.
