No more household registration book and temporary residence book: Convenience for people in carrying out administrative procedures

From January 1, 2023, the hard copy of household registration book (HRB) and the hard copy of temporary residence book (TRB) are no longer valid. Instead, the competent authorities manage citizens’ residence information on national population database. Informed about the abolishment of HRB as well as updating this from the mass media, most people coming to agencies and units to have administrative and civil procedures done only carry their citizen chip-based ID card with a chip and did not face many difficulties and obstacles.

For a long time, HRB has been a document that has been frequently used by most people in life, but because it is a paper, the preservation and use of HRB has been inconvenient. It is easily torn, wet, lost, etc. From January 1, 2023, HRB, TRB are no longer valid. Residence information is now managed in the electronic environment by using a chip-based ID card and an electronic identification account connected to the national population database system. The most important thing is that the accuracy of the declared information is also absolutely guaranteed, rather than the fact that the information was manually verified as previously.

In Lang Son, from the beginning of 2023, the “one-stop” sections from the province to the commune level do not require citizens to provide hard HRB and TRB in administrative transactions. This is considered a breakthrough development in the application of digital technology in administrative management and is widely accepted and supported by the people. Ms. Nguyen Thi Loan, living in Chi Lang ward, Lang Son city said: “Previously, when I came to the People’s Committee of the ward or the People’s Committee of the city to carry out administrative procedures, I had to carry all the relevant documents, especially the HRB. However, from the beginning of 2023, when I came to transfer land use rights to my children, I did not need to use HRB anymore. This is very convenient, fast, accurate, and greatly reduces the hassle.”

For police officers in communes, wards and towns, who have been trained about this, when the HRB and TRB are officially removed, the process of administrative procedures for people is also convenient.

Major Tran Tien Thanh, Chief of Police of Chi Minh Commune, Trang Dinh District, said: “Abolishing HRB and TRB is not canceling the management of people and households, it is the change in the way of management by using personal identification codes for the benefit of the people. Previously, to register for permanent residence, citizens had to carry out 3 procedures including separating from current household registration, registering a new permanent residence while deleting old permanent residence. Now, citizens only need to register a new permanent registration then they can receive the results by many different means such as via email, public service portal, etc. It is thus much more convenient for the management agencies, without having to verify documents and records, especially the preservation and storage of paper records have been significantly reduced.

According what we know, since abolishing HRB and TRB, agencies and units of administrative management, civil status and household registration have not recorded many problems and difficulties from the citizen reception sections in processing administrative procedures. The removal of hard HRB, TRB the management of citizen information with electronic data have created favorable conditions and reduced troubles for citizens in performing administrative procedures and civil transactions. At the same time, the quality of processing administrative procedures and providing public services is improved.

This shows that the abandonment of HRB and the e- management of citizen information have initially achieved positive results, helping people to reduce troubles and costs when implementing administrative procedures, supporting State administrative agencies to process administrative procedures quickly and accurately and reducing the cost and effort of storing paper records, as well as contributing to promoting the digital transformation in the country and in Lang Son.

When performing administrative procedures, there are 7 ways to prove a person’s identification according to the guidance of the Ministry of Public Security to replace paper HRB and TRB, including using a chip-based ID, using a QR code reader device on the chip-based ID, using chip reader on ID card, looking up information in the national population database, using an electronic personal identification account, using a certificate of residence and using personal identification code.
