Administrative reform in Binh Gia: A breakthrough from positive solutions

In 2022, Binh Gia District People’s Committee ranked first among 10 districts and Lang Son city on the PAR index according to the ranking announced by the Provincial People’s Committee, up 10 places compared to 2021. To achieve this breakthrough, over the past time, the District People’s Committee has drastically implemented many effective solutions, considering PAR as a key and regular task of the unit.

Last year, for the People’s Committee at district level, the PAR index consists of 9 components, one of them is a new component index which is “measurement of satisfaction of people and organizations with the services of state administrative agencies”. Accordingly, in the ranking of the People’s Committees at district level, Binh Gia rocketed to the top with 87.99%, up 10 places compared to 2021. This is Binh Gia’s breakthrough in the last 3 years (in 2019, Binh Gia ranked 8th; in 2020 and 2021 both ranked 10th in 10 districts and Lang Son city).

In order to achieve this result, from the beginning of 2022, Binh Gia District People’s Committee has implemented many positive solutions. Vice Chairman of the District People’s Committee Leo Van Hiep said: “The District People’s Committee held a meeting to analyze the results of the district’s PAR index; issued a plan on the implementation of PAR in the district in 2022, developed 39 specific tasks in 6 areas of PAR, focusing on administrative procedure reform; assigned the advisory responsibilities of agencies, units and localities, completion deadlines and achieved results.”

Following the direction of the District People’s Committee, agencies and units have regularly and promptly updated the decisions of the Provincial People’s Committee on the announcement of newly issued administrative procedures, amendments, supplements or replacements or annulments within the competence of People’s Committees of districts and communes; publicized 265 administrative procedures at district level and 108 administrative procedures at commune level at the “one-stop” section at all levels and on the district’s website.

Ms. Hoang Thi Na, Vice Chairwoman of Binh Gia Town People’s Committee said: “We requested the Office of the Town People’s Committee to regularly follow up the publicizing of administrative procedures, to promptly replace the damaged or  expired administrative documents. In addition, we also promote propaganda and arrange enough qualified civil servants to be on duty at the “one-stop” section to promptly support people in implementing administrative procedures. As a result, in 2022, the Town People’s Committee received 4,430 administrative procedures and handled them in accordance with regulations.”

Along with the publicizing of administrative, the District People’s Committee also focused on reviewing and submitting the list of administrative procedures whose processing time was 3 days or more and needed to be reduced to the Chairman of the Provincial People’s Committee for approval. In 2022, the district has reviewed and proposed to reduce the processing time of 37 administrative procedures from 600 days to 396 days, reducing 204 days. Moreover, in 2022, the district authorities at all levels received 60,503 dossiers, and solved 60,500 of them on time or earlier, reaching 99.99%.

With that result, the organizations and people all feel satisfied. Ms. Hoang Thi Lien, Na Lau village, Tan Van commune said: “I have just come to the “one-stop” section of the Commune People’s Committee to ask for certificates of poor and near-poor households. When I arrived at the Commune People’s Committee, I was instructed by the staff from how to fill out the form to what to prepare the application components, so my procedure was quickly received. Therefore, I am very satisfied when I come to have my application received.”

In addition, in order to gradually overcome limitations in PAR, the District People’s Committee also directed relevant agencies and units to promote the development of initiatives of experience. Thereby, in 2022, there have been 5 initiatives of experience (1 at provincial level) on PAR implemented in the area. The District People’s Committee also regularly inspects the implementation of PAR in the area. In 2022, the unit has inspected at 11/30 agencies and administrative units, completing 100% of the plan.

With drastic and timely solutions, PAR in Binh Gia district has made a remarkable breakthrough. In 2023 and the following years, Binh Gia District People’s Committee strives to maintain its rank, to strengthen the responsibility of leaders of administrative agencies and units from district to commune level in implementing PAR tasks.
