Foreign experts and businesses entering Vietnam: Under strict medical control right from the border

(LSO) – Recently, due to demands from the actual situation, to serve the development of domestic production and business, there have been a number of foreign experts, high-tech workers, investors, businesses, in which mainly Chinese people who entered Vietnam through the border gate of Lang Son province. To ensure safety, functional forces at the border gate have been drastically implementing medical control measures.

Although the Government has not yet allowed foreigners, especially people from countries with Covid-19 epidemic to enter Vietnam, but from the actual situation in order to restore production and business activities, localities with industrial production companies and high-tech companies have consulted the National Steering Committee on Covid-19 disease prevention and control, after considering, the Steering Committee has sent a document to the provinces, cities having border gates, including Lang Son about providing assistance to foreigners who are investors, experts and high-tech workers to enter Vietnam for work.

Mr. Dang Viet Truong, Deputy Director in charge of the International Health Quarantine Center said: “From April 1, 2020 to the end of May 2020, there were 1,804 experts, high-tech workers, investors, enterprises (mostly Chinese) entering through Huu Nghi International Border Gate to reach inland provinces such as Bac Giang, Bac Ninh, etc working for industrial production companies.

In addition to foreign experts and high-tech workers, in the coming time, a large number of Chinese traders will enter the country through Huu Nghi International Border Gate to buy fresh fruits in some provinces including Bac Giang and Hai Duong. Specifically, the People’s Committee of Bac Giang province has sent a document to the National Steering Committee on Covid-19 disease prevention and control about allowing 300 Chinese traders to enter through Lang Son’s border gates to reach the localities for purchasing lychee. The allowed time for entry is mid-June 2020.

In order to ensure safety and the prevention of Covid-19 epidemic risk entering Vietnam, the functional forces at the border gates have implemented drastically and synchronously the control measures.

Senior Lieutenant Colonel Nong Quang Tam, Deputy Chief Consultant of Provincial Border Guard Command, said: “Those who are allowed to enter the country must be on the list of the National Steering Committee on Covid-19 disease prevention and control, as well as allowed by Lang Son Provincial People’s Committee. In addition, there must be an entry permit issued by the Immigration Department (Ministry of Public Security)”.

Along with that, the international medical quarantine force strictly implements the process of medical control for experts, high-tech workers, investors, businesses right from the border. According to Mr. Dang Viet Truong, Deputy Director in charge of the International Health Quarantine Center, in addition to the measurement of body temperature, medical disinfectant spray, all of these people, before carrying out entry procedures, must declare epidemic history, specify places of departure and arrival. At the same time, the international medical quarantine agency coordinates with the border guards and the police to strictly control the transportation of experts, high-tech workers, investors, enterprises and traders from the border gates to the inland.

Regarding this issue, Mr. Dao Dinh Cuong, Director of the Provincial Center for Disease Control said: “The Center coordinated with the international health quarantine service at the border gates to take samples of Covid-19 twice for those allowed to enter the country. After that, depending on the actual situation, if the localities have made a written request to pick up people without a direct bus from the border gates to their quarantine areas, the Provincial Center for Disease Control will coordinate with the functional forces to welcome these immigrants, introduce them into quarantine areas of the province and carry out quarantine according to regulations.

In the context of the Covid-19 epidemic situation in a number of countries, including China, is still complicated, the continuous implementation of tightening medical control procedures for experts, high-tech workers, investors and businesses entering Vietnam to work is necessary, to ensure safety and prevent the risk of Covid-19 infection.
