The Provincial People’s Committee reviewed draft projects and plans in the cultural field

(LSO) – On November 10, the Provincial People’s Committee held a thematic meeting to review the drafts presided over to build by Department of Culture, Sports and Tourism, including the project of conserving and promoting the value of Tay and Nung’s lion cat dance in Lang Son province in the 2020-2030 period; the plan to develop the system of grassroots culture and sports institutions in Lang Son province in the 2021-2025 period, with a vision to 2030. Mr. Duong Xuan Huyen, Vice Chairman of the Provincial People’s Committee chaired the meeting.

At the meeting, the leader of Department of Culture, Sports and Tourism presented two draft projects and plans.

Accordingly, the draft project of conserving and promoting the value of Tay and Nung’s lion cat dance in Lang Son province up to 2030 is built with a layout of five parts. In particular, it clearly states the necessity and significance of the project; the current state of conserving and promoting the value of Tay and Nung’s lion cat dance in the 2016-2020 period; objectives, tasks and solutions; funding needs, priority projects.

The draft plan to develop the system of grassroots culture and sports institutions in Lang Son province in the 2021-2025 period with a vision to 2030 evaluates the current state of the system of grassroots culture and sports institutions and state some solutions such as planning, land fund allocation for culture and sports institutions; investment in construction and perfecting facilities; perfecting the organizational structure, arranging staff and developing human resources; improving the quality and performance of culture and sports institutions and so forth.

At the meeting, delegates discussed and contributed ideas to clarify some contents in the drafts such as the current situation of culture and sports facilities; adding spiritual elements in the draft of developing Tay and Nung’s lion cat dance; method of teaching lion cat dance in the community, schools and so on.

Concluding the meeting, the Vice Chairman of the Provincial People’s Committee requested Department of Culture, Sports and Tourism to fully absorb the comments of the delegates.

For the draft project “Conserving and promoting the value of Tay and Nung’s lion cat dance in Lang Son province in the 2020-2030 period”, the drafting agency needs to edit the name of the project; clearly identify the objects of the project; supplement solutions in accordance with reality; clearly state the tasks of each level and sector; identify specific funding needs to make the project feasible.

Regarding the draft plan to develop the system of grassroots culture and sports institutions, he suggested moving from “plan” to “project”. The project should clearly state the necessity, legal bases, objects, scope and purpose and requirements; the status of culture and sports institutions in the province, assessing advantages and difficulties. In particular, it is necessary to clearly identify the causes of these difficulties, thereby assign tasks to each level, sector with specific measures, in accordance with local practical conditions.
