The delegation of the National Assembly of Lang Son province discussed and commented on a number of investment policies for socio-economic development projects.

The National Assembly deputies discussed at the discussion group No. 19

On June 6, the 3rd session of the 15th National Assembly continue the discussion, the Delegation of the National Assembly of Lang Son province discussed in groups with the Delegation of the National Assembly of Thai Binh province and the Delegation of the National Assembly of Binh Duong province (Discussing group No. 19). The group included the delegates such as Mr. Ngo Dong Hai, Secretary of the Provincial Party Committee, Head of the National Assembly of Thai Binh province, Head of Discussion Group No. 19; Mr. Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly of Lang Son province, Deputy Head of Discussion Group No. 19 jointly moderated the discussion.

In the program, the provincial National Assembly deputies contributed ideas to the investment policies: Ring Road No.4 project – Hanoi Capital Area; Ring Road No. 3 project – Ho Chi Minh City; the expressway construction projects in Chau Doc – Can Tho – Soc Trang (phase 1); Khanh Hoa – Buon Ma Thuot (phase 1); Bien Hoa – Vung Tau (phase 1).

Deputies of Lang Son Provincial National Assembly spoke at the group discussion on investment policy in socio-economic development projects.

Speaking at the group discussion, the National Assembly deputies of Lang Son province agreed with the necessity of the investment policy of the projects, and at the same time, they think that the drafting agency and the Government need to clarify some social impacts when implementing these projects.

Regarding the content of site clearance and resettlement, the delegation  of National Assembly of Lang Son province said that the Ring Road No.4 project – Hanoi has a total length of 112.8km, a total land area of 1,341 hectares, total land use for the area is 1,341 ha, funding for site clearance and resettlement is about 19,590 billion VND; The Ring Road No.3 – Ho Chi Minh City project has a total length of 76.34km, total land use for the area is 642.78 ha, and the cost of site clearance and resettlement is about 41,589 billion VND.

Comparing these two projects shows that the cost of site clearance and resettlement of the Ring Road No.3  project – Ho Chi Minh City is about 4.43 times higher than the cost of site clearance and reconstruction of the Ring Road No.4 project in Hanoi. . Therefore, deputies of the provincial National Assembly requested the Government to supplement and explain some additional information to better clarify this difference.

Regarding the second content, in the verification report of the Economic Committee on the mechanisms and policies of the Ring Road No.3 Project – Ho Chi Minh City said that, “Regarding the permitting of licensed and operating riverbed sand and gravel mines, while the exploitation period is over, the provincial People’s Committee is allowed to decide to increase the capacity by no more than 50% of the capacity stated in the mining license without having to prepare investment projects for adjustment, environmental impact assessment…” The deputies of The National Assembly of Lang Son province asked the Government to carefully consider the content of these policies and mechanisms and add appropriate explanations because there are factors that adversely affect the environment and may violate the provisions of the Law on Protection of the Environment in 2020 and the 2010 Mineral Law.

In the afternoon of the same day, the National Assembly deputies voted to approve the Resolution on the National Assembly’s monitoring program in 2023; discussion in the hall on summarizing and evaluating the overall implementation of Resolution No. 66/2013/QH13 and the implementation plan of the Ho Chi Minh road project in the next phase.
