The eleventh meeting of the 17th Provincial People’s Council: Approving 2 resolutions on investment policy and renovating commune and district health facilities

On the afternoon of August 29, the Standing Committee of the Provincial People’s Council convened the eleventh meeting (thematic meeting) of the 17th term of the Provincial People’s Council to consider and decide on a number of issues arising between the two regular meetings according to the competence of the Provincial People’s Council. Attending the meeting were Mr.Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly; Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; leaders of the Provincial People’s Committee, the Provincial Fatherland Front Committee; leaders of a number of departments, sectors and representatives of the Provincial People’s Council.

Mrs. Doan Thi Hau, Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial People’s Council and Mr. Dinh Huu Hoc, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Council co-chaired the meeting.

At the meeting, delegates of the Provincial People’s Council considered and decided on the investment policy of 2 projects under the direction of the Prime Minister in Official Letter No. 681/TTg-KTTH dated August 1, 2022 on the announcement of the list and capital levels for tasks and projects under the Socio-economic Recovery and Development Program (phase 2), including: investment project to build, renovate and upgrade 3 medical centers at district level, Lang Son province, estimated investment capital of 98.8 billion VND; investment project to build and renovate 50 commune health centers, Lang Son province, with an estimated investment capital of over 122 billion VND, of which 100 billion VND comes from the capital of the socio-economic recovery and development program; the district’s reciprocal capital is over 22 billion VND.

Mr. Duong Xuan Huyen, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Committee made a speech to clarify some of the contents mentioned by the delegates.

At the meeting, the delegates considered and commented on the draft of 2 resolutions of the Provincial People’s Council, such as the need to issue these 2 resolutions; the actual status of medical facilities at 3 levels; scale of investment in building, renovating and upgrading 3 medical centers in districts: Cao Loc, Loc Binh, Bac Son; some recommendations on medical human resources, equipment to meet the scale, ensure synchronization with the investment in facilities …

At the meeting, the delegates unanimously voted to approve 2 resolutions on investment policy on investment projects to build, renovate and upgrade 3 district health centers and investment policy on investment projects to build and renovate 50 commune health centers.

Speaking at the closing of the meeting, Mrs. Chairwoman of the Provincial People’s Council suggested: The Provincial People’s Committee continue to direct all levels and sectors to urgently implement investment preparation procedures for 2 projects; District People’s Committees actively arrange and balance resources to prepare for investment in commune health centers already on the approved list.

According to the program agreed between the Standing Committee of the Provincial People’s Council, the Provincial People’s Committee, the Standing Board of the Provincial Fatherland Front Committee, it is expected that by the end of September 2022, the Provincial People’s Council will continue to hold the twelfth meeting, thematic meeting to consider, discuss and decide on 11 issues, it is suggested that committees of the provincial People’s Council, according to their assigned functions and tasks, actively survey, collect information, prepare for thorough examination, have the quality of the content expected to be submitted at the twelfth meeting. The Provincial People’s Committee directs the assigned agencies to assume the prime responsibility for developing draft resolutions and submit them to the Provincial People’s Council to expeditiously complete the dossiers, documents to be sent to the provincial People’s Council committees to organize the verification to ensure the prescribed time; actively coordinate closely with the committees of the Provincial People’s Council in the process of developing the draft Resolution.

Mrs. Chairwoman of the Provincial People’s Council emphasized: There are only 4 months left until the end of 2022, to achieve the targets and goals of the resolutions of the Provincial People’s Council as assigned, it is suggested that the Provincial People’s Committee continue to focus on drastically directing sectors, People’s Committees of districts and city in order to effectively organize the implementation of the tasks and solutions.
