Lang Son People’s Committee leading official inspects progress of Phu Loc I, II and III urban area projects

(LSO) – Vice Chairman of the Lang Son People’s Committee Ho Tien Thieu on September 25 made a fact-finding trip to check progress of the construction of Phu Loc I, II and III urban areas in Hoang Van Thu ward, the provincial capital city of Lang Son.

Phu Loc I and II urban areas have been constructed by Hoang Duong Corp on a ground of over 26.48 hectares. Some 19.8 hectares of land have been claimed for the projects with over 64 billion VND paid in compensation for local households, while around 4.86 hectares are yet to be cleared, equivalent to nearly 27.4 billion VND in compensation.

In terms of residential resettlement, the company has handed over to the municipal People’s Committee 100 out of the 246 land lots, covering a combined area of 0.73 hectares. The company has completed the construction of roads, water drainage system and electricity network in the resettlement area.

Phu Loc III urban area project has been implemented by Phu Loc Group since 2004 on an area of nearly 9 hectares. By the end of 2009, 88.95 percent of the projected land has been cleared and compensated.

Regarding construction, the company has finished the construction of embankment and 90 percent of the ground leveling work and seven out of the 11 main roads of the project. As the ground is yet to be fully cleared, the construction has been suspended since 2012.

Thieu asked Lang Son city to take drastic actions to speed up land clearance and remove barriers in land-related administrative procedures for local people, so as to complete land clearance for all the three projects by the end of the first quarter next year.

The vice chairman also requested the two companies to closely work with local authorities to pursuade residents to agree with the clearance plan.

Hoang Duong Corp was asked to allocate compensation funding for households approved before October 5. It also needs to negotiate with the households requesting to be resettled in other areas and focus on building basic infrastructure like electricity, road and water supply, at the resettlement areas./.
