The Provincial People’s Council supervises the observance of the law on site clearance in Lang Son city

On the morning of September 7, the supervision delegation of the Provincial People’s Council led by Mrs. Doan Thi Hau, Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial People’s Council supervised the implementation of legal policies in compensation of site clearance and resettlement support for a number of projects in Lang Son city.

According to report, from the beginning of 2022 until now, the City People’s Committee has directed the implementation of compensation, support and resettlement for 41 projects, of which there are 16 key projects (including 7 at provincial level). With a total land acquisition area of ​​over 560 hectares, 4,491 households and 55 organizations are affected.

Up to now, the city has directed the measurement, tally and statistics of land, buildings, structures, trees and crops of 4,259 households and organizations, with a total area of ​​over 430 hectares, accounting for 76.4 % of total area to be acquired; approved the compensation, support and resettlement plan for 3,378 households, with a total amount of over 732 billion VND; handed over the ground of 2,879 households with a total area of ​​over 370 hectares (accounting for 66.8% of the total area to be acquired) to the investors for construction and implementation of the project according to regulations.

At the supervision session, leaders of the City People’s Committee, specialized divisions, related units, and the investors explained and clarified a number of issues of concern to members of the supervision delegation, including human resources of the Center for Land Fund Development of the city; the preparation of the legal basis to serve the coercion; causes of delay in construction progress of resettlement areas; problems in agricultural land acquisition; propaganda and mobilization of the people in site clearance for projects…

Concluding the supervision, the Chairwoman of the Provincial People’s Council acknowledged and highly appreciated the achievements of the city in site clearance and resettlement support for a number of projects. She suggested that in the coming time, the city continue to promote the results, overcome difficulties, focus on drastic direction, speed up the progress of site clearance of projects in the area, especially key projects of the province in accordance with the schedule and plan. At the same time, it should strengthen the dialogues, mobilization, creating consensus among the people, completely settle petitions and complaints related to the compensation, site clearance, and resettlement support. The City People’s Committee should actively cooperate with the Department of Natural Resources and Environment and relevant agencies to develop a specific mechanism to submit to the competent authorities for consideration and promulgation of regulations on compensation and support for land clearance policies in the city area…
