Industry promotion program: Supporting to increase the value of key products

In recent years, the Center for Industry and Trade Promotion under the Department of Industry and Trade has implemented many industrial promotion programs to support facilities, cooperatives and businesses producing key products of the locality in terms of investing in modern machinery, equipment and technology in production, building brands, improving product productivity and quality, thereby increasing competitiveness and expanding consumption markets.

Starting in 2017, after nearly 6 years of development, up to now, Thuan Anh corn noodle production facility in Binh Chuong 1 hamlet, Dinh Lap commune, Dinh Lap district has become one of the typical production facilities of the province. It has won the trust of customers. To achieve that success, it has invested in and applied modern machinery lines into production.

Ms. Be Thi Lan Anh, owner of Thuan Anh corn noodle production facility, said: “In the past, I made corn noodle by hand, so the productivity was low. With the desire to expand production scale and improve product productivity and quality, in 2019, I made an application to register to participate in the local industrial promotion program (LIPP). With a total investment of 228 million VND, in which 90 million VND is from the LIPP, we has installed and completed machinery and equipment for the corn noodle production line such as milling machine, crusher, rice washing machine, noodle extruder, packing machine… As a result, on monthly average, we can produce 4 to 5 tons of corn noodle per day, 2 times higher than that in 2017. Currently, Thuan Anh noodle has been sold in many provinces and big cities and put on the shelves of supermarkets in Hanoi, Hai Phong, Quang Ninh…”

Similarly, in 2022, the production facility of dried pork with Clausena indica in Binh Thuong village, Chieu Vu commune, Bac Son district was also supported with 120 million VND from the LIPP in the investment of production machinery and equipment. Mr. Duong Huu Dien, the owner of the establishment said: “With support from industrial promotion funds, along with a counterpart capital of 243 million VND, I have invested in machinery lines, ensuring the regulations in food processing such as industrial meat separator, agricultural product dryer, film dryer, bag stamping machine… The investment in the production line has helped the me increase product productivity, quality, design and meet market demand, moreover, contributing to reducing production costs and increasing business efficiency. Specifically, in 2022, the revenue reached over 1.7 billion VND, up over 500 million VND compared to 2021.

Along with the above two facilities, in the period of 2019 – 2022, the Center for Industry and Trade Promotion has supported 7 other production facilities with local typical products with a total budget of nearly 1.5 billion VND in modern machinery and equipment in production, new technologies in order to create quality products with high competitiveness in the market, and meet the requirement of major supermarkets inside and outside the province. In 2023, the center is implementing 2 projects to support the application of machinery and equipment for the production of vermicili (Chi Lang district) and the processing of dried persimmon (Van Lang district), with a total support capital of nearly 280 million VND.

In addition to supporting facilities to invest and upgrade production lines, in the past 5 years, the center has also supported more than 100 businesses, business households and cooperatives producing strong local products to be displayed, introduced and promoted at fairs and exhibitions inside and outside the province, creating favorable conditions for them to connect and expand consumption markets.

In particular, in order to facilitate rural industrial production facilities to develop, expand the market and affirm their reputation with consumers, from 2019 to now, the Center of Industrial and Trade Promotion under the Department of Industry and Trade advised the Provincial People’s Committee to conduct 3 polls for typical rural industrial products at the provincial level and selected 28 products that are eligible for recognition as typical rural industrial products at provincial level. Among them, some products have been recognized as typical rural industrial products at the national level such as dried macadamia nuts of Lang Son Macca & Sachi Joint Stock Company (Lang Son city); Oolong tea of Thai Binh Tea Joint Stock Company (Dinh Lap district); Corn noodle from Thuan Anh noodle production facility (Dinh Lap district)…

Mr. Tran Anh Thuan, Director of the Center for Industrial and Trade Promotion said: “Over the past time, in order to effectively promote capital, the center has cooperated with specialized divisions and boards in districts and Lang Son city to advice and guide establishments to apply for LIPP, then we conduct surveys and select those with development potential for investment. Thereby, this helps many establishments upgrade their production lines, improve product productivity, quality and value. In the coming time, the center will continue to encourage and support facilities to improve, innovate technology, and use modern machines in production. Additionally, the center will continue to advise the Department of Industry and Trade to develop more trade promotion activities to advertise and introduce products, and to help production facilities introduce their products to consumers.”

It can be seen that the industrial promotion program is a “lever” to help establishments change their traditional production methods, apply scientific and technical advances to production, and create identical and competitive products in the market. Thereby, it contributes to gradually building a brand, expanding production scale, creating jobs for local workers, making practical contributions to promoting rural industrial development in the province.
