Lang Son People’s Committee holds August regular meeting

(LSO) – On August 23, the provincial People’s Committee of Lang Son organised its regular meeting for August chaired by its Chairman Pham Ngoc Thuong, who is also Vice Secretary of the provincial Party Committee.

The meeting focused on reviewing the implementation of socio-economic and security-defence tasks in the first eight months of 2019 and setting out tasks for the remaining part of the year.

During the January – August period, the local authorities directed sectors and districts to carry out synchronous measures to control the African swine fever (AFS) disease. To date, 161 communes in 11 districts have reported no new AFS infections during more than 30 days since the detection of their last cases. The number of remaining pig heads across the province totaled about 80,000, equaling 26.9 percent of the figure for the same period last year. Besides, 12 communes striving to become new-style rural areas this year have so far fulfilled 12.57 criteria each on average, while five communes ranked as specially poor have met 12 criteria each on average.

Meanwhile, the value of import-export activities in the province amounted to about 3.18 billion USD, fulfilling 60.8 percent of the yearly target. The disbursement of public investment was estimated at over 2.35 trillion VND or 75.7 percent of the yearly target. The provincial industrial production index grew 6.86 percent from the same period last year, while the local budget collection reached over 5.05 trillion VND, meeting 92.8 percent of the budget estimation and up 37 percent year-on-year.

The local education-training sector successfully organised the 2019 national high school exam in line with regulations, with graduation rate reaching 90.34 percent.

Social welfare policies were well implemented, defence-security was maintained, and the national sovereignty was ensured.

At the function, participants discussed  the above-said performance and proposed key solutions that need to be implemented in the remaining months.

To sum up, the Chairman of the provincial People’s Committee pointed out limitations of each sector, namely slow distribution of basic construction capital, inefficient auctions of land use right and slow progress of the building of sanitary facilities in schools, among others.

The chairman instructed relevant agencies to coordinate closely to disburse basic construction capital and make preparations for the province’s investment promotion conference, a celebration marking the 110th birth anniversary of Hoang Van Thu and a tourism programme on heritage in the Viet Bac region.

Lang Son also needs to address obstacles and difficulties in land issues and implement measures to bolster export-import, and help 12 communes earn the title of new-style rural areas as scheduled. Especially, the province must work to maintain social order and defence-security from now to the end of the year.

The meeting also looked into draft documents submitted by the Department of Home Affairs, including a report reviewing five-year implementation of Directive No.30-CT/TW dated November 18, 2014 of the standing board of the provincial Party Committee on further reform of emulation and award procedures in the province.

It also considered a proposal of the provincial People’s Committee and a resolution of the provincial People’s Council on the presentation of the “Outstanding Lang Son citizen” title.

The chairman asked the provincial Department of Home Affairs to amend the drafts to clarify the role, targets and benefits of emulation campaigns, as well as adjust processing time for the quinquennial awarding of the “Outstanding Lang Son citizen” title and receive delegates’ feedback to complete the documents.
