Considering realizing the cooperation contents of the meeting between the delegation of the Korean Embassy in Vietnam and the leader of the Provincial People’s Committee

On the afternoon of July 29, Mr. Duong Xuan Huyen, Standing Vice Chairman of the Provincial People’s Committee chaired a meeting to consider realizing the cooperation contents of the meeting between the delegation of the Korean Embassy in Vietnam and the leader of the Provincial People’s Committee.

Previously, on July 20, 2022, at the meeting with the leader of the Provincial People’s Committee, H.E Park Noh Wan, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea in Vietnam, suggested a to open a training center of Korean language in the province, expecting to establish a Korean language department at universities and colleges in the province. That resulted from the modest number of employees from Lang Son coming to Korea to work which is due to the lack of Korean language training facilities for workers. Those centers are to help them meet the requirements for admission to work.

Regarding official development assistance (ODA), after working with the leader of the Provincial People’s Committee, the Ambassador introduced two forms of Korean ODA. Accordingly, Lang Son could access Korean ODA capital by submitting proposal to KOICA and the Ministry of Planning and Investment (MPI) and when it came to the strength of border gates, the province could ask for non-refundable ODA to develop the province’s border-gate clearance system and to mobilize ODA capital from concessional loans for health development.

In addition to the above contents, during the meeting between the delegation of the Korean Embassy in Vietnam and the leader of the Provincial People’s Committee, the two sides also discussed the promotion of local-level cooperation between Lang Son province (Vietnam) and some localities of Korea.

At the meeting, the participants focused on discussing and considering the opening of a Korean language teaching center and Korean language departments at some universities and colleges of the province; seasonal labor cooperation; ODA capital mobilization for improving medical examination and treatment capacity, and medical equipment support for medical facilities from provincial to district levels.

After listening to the opinions of the participants, the Standing Vice Chairman of the Provincial People’s Committee stated: “In the coming time, the provincial leaders will have a meeting with the Korean Embassy in Vietnam to exchange about the discussed contents. Therefore, departments and sectors need to prepare a number of relevant contents for the most effective discussion between the two sides.”

He requested the relevant departments and sectors of the province urgently review the process and conditions to be able to open a Korean language teaching centers and Korean language departments at a number of universities and colleges in the province as well as the necessary projects to call for Korean ODA.

In particular, they should consider sending teachers of other foreign languages ​​to learn Korean, aiming to create human resources for the opening of Korean language teaching centers and Korean language departments at a number of universities and colleges in the province; review the number of laborers wishing to work short-term in Korea and the demand for Korean language training at some vocational schools in Lang Son; prepare a list of specific projects as a basis for requesting Korea’s non-refundable ODA funding, as well as mobilizing capital from ODA concessional loans.

The Department of Foreign Affairs was required to urgently advise on the cooperation contents between provincial the leader and the Korean Embassy in Vietnam in the near future.
