Lang Son reviews 10 years of building new-style rural areas

(LSO) – The People’s Committee of Lang Son province held a meeting to review the 10-year implementation of the national target programme on new-style rural area building and the emulation movement “Lang Son joins the country in building new-style rural areas in 2010-2020.”

Attended the event were Tran Van Mon, Deputy Director cum Deputy Chief of Office of the National Target Programme on New Rural Development under the Ministry of Agriculture and Rural Development; Pham Ngoc Thuong, Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; along with senior officials from the provincial People’s Council and People’s Committee, departments and localities.

The provincial new-style rural building programme in 2010-2020 has been carried out drastically as directed by the Government.

The total investment mobilised for building new rural areas in the period is estimated at over 28.1 trillion VND by 2020. The emulation movement “Lang Son joins the country in building new-style rural areas in 2010-2020” has proved effective.

With the direction of local authorities and joint efforts of locals, the programme has gained positive outcomes. As of August 2019, 48 out of the 207 communes in the province had been recognised as new rural areas. This number is expected to increase to 77 by 2020. Lang Son city was recognised by the Prime Minister as fulfilling the task of building new rural areas in 2017.

The province has also focused on investing in building infrastructure. In 2010-2020, the province has built 3,165km of roads, including 730km of rural roads. All communes were connected to the national grid. As many as 349 classrooms and 81 cultural houses were built, while 137 medical stations were upgraded.

Production development has seen remarkable progress. In 2010-2019, the province built 379 models in 77 communes with the participation of 13,828 households. The annual average per capita income in rural areas in 2018 reached 22 million VND, up 2.5 times against 2010.

Besides the aforesaid outcomes, there are still several shortcomings in directing the implementation of the programme in some districts. The number of disadvantaged communes remains high, while the communication work in many localities has been limited.

The province aims to have 16 more communes recognized as new-style rural areas in 2020.

In the period of 2021-2025, the province strives to have 10 more communes meeting the new-style rural area criteria every year; each commune will satisfy 14.5-15 criteria, with no commune meeting less than 10 criteria; and one more district obtaining the title.

The province aims to have 92.3 percent of communes meeting the criteria, and build 40 advanced new-style rural communes and 15 model new-style rural communes by the end of 2030.

At the conference, delegates focused on discussing and evaluating results of the implementation of the programme in 2010-2020, and offering specific solutions to realize new goals in the work in the coming time.

Speaking at the event, Chairman of the provincial People’s Committee Pham Ngoc Thuong praised determination, creativeness and efforts of the whole political system, as well as consensus and support of all economic sectors, businesses and people, saying that those have contributed to achieving important and comprehensive achievements in the work.

He stressed the need to define the programme implementation as a key task in the time to come, saying that the work must be done practically and sustainably with maximum support resources to be mobilised.

He said the province will devise policies to support and encourage units, individuals and enterprises to join in the movement, thus attracting more investment sources for agricultural production and new rural development.

It is necessary to properly and accurately assess the performance of the work, he stressed, adding that the provincial agriculture and rural development sector needs to coordinate with departments, sectors and authorities of districts to review and complete the final reports to submit to the provincial People’s Committee.

On the occasion, 29 collectives, 20 individuals, eight households and five enterprises were presented certificates of merit of the provincial People’s Committee Chairman for their contributions to the emulation movement “Lang Son joins the country in building new-style rural areas in the 2011-2020 period”.
