The 15th Conference of the Joint Working Committee between the four border provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China

On the afternoon of February 28, in Beihai City, Guangxi, China, the People’s Government of Guangxi Zhuang Autonomous Region, China hosted the 15th conference of the Joint Working Committee between 4 provinces: Cao Bang, Lang Son, Ha Giang, Quang Ninh (Vietnam) and Guangxi Zhuang Autonomous Region (China).

Overview of the conference

Attending the conference, on the Vietnamese side, there were Mr. Duong Xuan Huyen, Standing Vice Chairman of the Provincial People’s Committee, Chairman of Lang Son Provincial Standing Committee; Mr. Hoang Gia Long, Vice Chairman of Ha Giang Provincial People’s Committee; Mr. Vu Van Dien, Vice Chairman of Quang Ninh Provincial People’s Committee; Mr. Trinh Truong Huy, Vice Chairman of Cao Bang Provincial People’s Committee. Also attending the conference were leaders of the Vietnamese Consulate in Nanning, Guangxi, China.

On the Chinese side, there were Mr. Liao Pin Hu, Vice Chairman of the People’s Government of the Guangxi Zhuang Autonomous Region (China) and members of the People’s Government of the autonomous region.

Re-evaluating the results of implementing the contents of the memorandum at the 14th Conference of the Joint Working Committee in 2023, the leaders of all parties agreed: the provinces and region have made creative, flexible efforts, changed methods to maintain cooperation and have achieved positive results. Exchange and cooperation activities are increasingly comprehensive and substantive, bringing practical benefits; maintain exchange activities between senior leaders of provinces and region in many flexible forms; functional forces maintain patrols, control the system of borders and boundary markers, periodically exchange information, and coordinate to prevent and fight all types of crimes; all provinces and region are actively implementing and completing procedures for upgrading border gate pairs, opening border crossings and implementing measures to promote import and export activities through border gates;…

Speaking at the conference, the Standing Vice Chairman of the People’s Committee of Lang Son province highlighted effective areas of cooperation between Lang Son province (Vietnam) and the Guangxi Zhuang autonomous region (China) in 2023. In particular, cooperation has been promoted in the fields of economics, trade, tourism, health, education and training, and border management. In particular, with the efforts of both sides, the capacity to clear goods through pairs of border gates has been significantly increased compared to 2022. That helps the total import-export turnover of goods through border gates in Lang Son province in 2023 reach over 52 billion USD.

To promote the achieved achievements, at the conference, the Standing Vice Chairman of Lang Son Provincial People’s Committee proposed and recommended a number of contents: Provinces and region continue to concretize the common perceptions of senior leaders of the two Parties and States; Strengthening cooperation and jointly implement inter-regional transport projects; Developing infrastructure, expanding import and export routes, wharf areas, logistics services, dry ports, e-commerce associated with building a civilized and modern investment and business environment in the border gate area. At the conference, leaders of the provinces/regions agreed and determined that the cooperation mechanism of the Joint Working Committee is an important and necessary mechanism to promote mutual development. In particular, the provinces and region are determined to overcome difficulties, proactively adapt and modernize cooperation contents, enhance exchanges, talks and dialogues in many flexible and creative ways, suitable to the new situation; proactively invest in infrastructure, connect traffic, promote two-way trade; research solutions for in-depth cooperation across fields; strongly promote propaganda of 3 legal documents on the Vietnam – China land border… Thereby, strengthening comprehensive cooperation, promoting the potential and advantages of each locality, contributing to building the Vietnam – China land border area of peace, stability, friendship, cooperation and development.
