Fire prevention and fighting: Prevention comes first

Regarding fire prevention and fighting, while prioritizing fire, over the past time, the police force of fire prevention and fighting and rescue of the Provincial Public Security Department have coordinated to propagate and promote the movement “All people participate in fire prevention and fighting”, contributing to minimizing the number of cases and loss of life and property caused by fire and explosion.

Accordingly, in order to prevent effectively, first of all, the police has promoted the law on fire prevention and fighting to the people. Senior Colonel Hoang Hung Hai, Head of the Division of Fire prevention and fighting and rescue under Provincial Public Security Department, said: “In order to prevent fire and explosion, encourage people to participate in fire prevention and fighting, every year, our unit actively builds plan, propagate, training about fire prevention and fighting skills at the grassroots level, especially areas with high potential for fire and explosion. As a result, from the beginning of 2022 up to now, my unit has chaired and coordinated to organize over 210 propaganda and dissemination session of legal knowledge on fire prevention and fighting and rescue, with more than 19,000 participants; distributed nearly 40,800 leaflets with related contents. In addition, we also coordinated to publish 310 reports, news and articles on fire prevention and fighting on the mass media and social networks; encouraged 104,942 establishments, households, production and business households to sign commitments to ensure fire prevention and fighting and rescue.

In addition, the Division of Fire prevention and fighting and rescue under Provincial Public Security Department also organized training sessions for fire prevention and fighting force at grassroots level. From the beginning of 2022 up to now, it has organized 44 training courses on professional skills for grassroots fire prevention and fighting force at grassroots level and other subjects according to regulations, with nearly 3,000 participants. The unit also encouraged and instructed 2,854 people to install and use the “Fire alarm 114” application and follow zalo account “Department of Fire prevention and fighting and rescue”. Thereby, it contributes to improving the knowledge and skills on fire prevention and fighting and rescue for the people.”

Along with propaganda, functional force also coordinated with Party committees and authorities at grassroots level to promote the movement “All people participate in fire prevention and fighting”, building models of this work. Currently, the whole province has 16 “Mutual fire safety groups”, 11 “public fire fighting points”, 1 model of “Fire safety residential area “, 1,644 grassroots fire prevention and fighting teams. All models have been equipped for fire prevention and fighting, their members periodically organize themselves or participate in training sessions organized by functional units, contributing to improving skills and professionalism about fire prevention and fighting.

Another important solution in fire and explosion prevention that the Department of Fire prevention and fighting and rescue are implementing is to be regularly aware of the situation, checks business facilities on fire prevention, and seriously punish violations. Recently, from September 13 to September 16, 2022, the unit advised the leaders of the Provincial Public Security Department to ask a interdisciplinary team to inspect the fire prevention and fighting of 6 karaoke and bar businesses in Lang Son city. Through the inspection, the delegation discovered violations and punished all of them, requested them to urgently correct the mistake and implement the recommendations indicated by the delegation.

It can be affirmed that, in order to perform well the fire prevention and fighting, besides the participation of the functional forces, the initiative of agencies, units, enterprises and the people is very important. Thereby, it prevents and minimizes the number of cases and damage caused by fire and explosion, contributing to protect political security, social order and safety in the locality. In the first 9 months of 2022, there were 3 fires in people’s houses, warehouses containing goods and vehicles, down 1 case, property damage decreased by 14.12 billion VND; At the same time, the number of forest fires decreased by 15 cases compared to the same period in 2021.
