Processing administrative procedures through online public services: Good news

With the goal of a modern administration serving the people, in recent years, the Provincial People’s Committee has drastically directed agencies and units to promote the implementation of administrative procedures through online public services (OPS).

Currently, the Provincial Online Public Service Portal has been applied to all 228 agencies and units in the province, providing 1,816 OPS, including 368 OPS  at level 2; 397 OPS  at level 3 and 1,051 OPS at level 4 (accounting for 57.24%). The Provincial OPS Portal integrates and synchronizes 1,755 administrative procedures with National Service Portal; provides and publicizes 1,273 OPS at level 3 and 4. In 2022 alone, the province received 743,828 administrative procedures requests, 214,718 of them are online, accounting for 28.87%, up 25, 57% compared to 2021. Notably, in 2022, Lang Son is one of the five provinces and cities providing the best OPS.

Ms. Loc Thi Thuy, Keo Van village, Bac Viet commune, Van Lang district said: “I find the process of receiving and handling administrative procedures is very modern now, all with supporting machines. In early 2022, I went to the “one-stop” division of the district to notarize documents for my children’s application to school, I was guided by the civil servant to create an account to submit online documents. Since then, for simple procedures without complicated components, I submit them online, saving travel time.”

It is thanks to many solutions implemented by agencies and units under the drastic direction of the Provincial People’s Committee. Specifically, from the beginning of 2022, the Provincial People’s Committee has developed the Plan on administrative procedure control and reform activities, which requires strengthening the implementation of level 3 and level 4 OPS, providing and guiding people to submit administrative procedures online. Along with that, the Provincial People’s Committee also issued a decision to assign targets for the rate of OPS arising online (80%) and the rate of documents processed online (from 50% to 90% for departments and agencies; 50% for People’s Committees of districts and Lang Son). In addition, the Provincial People’s Committee also established a delegation to inspect and control administrative procedure reform, which includes the implementation of administrative procedures through OPS. In 2022, the delegation inspected 11 agencies and units from provincial to commune levels and central branches located in the area.

As the largest receiving and returning unit in the province, up to now, the Provincial Public Administration Service Center (PPASC) is handling 1,291 administrative procedures of 19 agencies and units, including 16 departments and agencies of 3 branches. 100% of these administrative procedures have been provided on the OPS portal. In 2022 alone, the Center received 151,376 administrative procedure applications, 106,264 of them are, accounting for 70.2%, up 12.48% compared to 2021. 100% of administrative procedures have been resolved early and on time.

Mr. Bui Duc Trung, Deputy Director of the PPASC said: “We are fully equipped with infrastructure and machinery for work, 100% of civil servants at the reception counter are fully equipped with computers, printer, scanner. In particular, the center is effectively operating a group to guide and support people in carrying out administrative procedures, public postal services, OPS at level 3 and level 4, including 26 members led by the Deputy Director of the Center.”

Similarly at the district level, the People’s Committee of Van Quan district has also received, processed and returned the results of administrative procedures dossiers through OPS applied for 194 administrative procedures including 45 administrative procedures at level 3, 149 administrative procedures at level 4. Accordingly, the District People’s Committee has directed specialized divions and Commune People’s Committees to effectively receive and handle administrative procedures in the electronic environment to ensure the correct process. In 2022 alone, administrative agencies at all levels in the district received 41,513 applications, 17.71% (7,352 applications) of them were online and 100% of them were processed on time.

Mr. Nguyen Trong Hung, Deputy Director in charge of the Department of Information and Communications said: “In the coming time, we will continue to advise the Provincial People’s Committee to direct agencies and units to strengthen the implementation of administrative procedures through OPS, in which, promote and innovate propaganda to increase the percentage of people submitting online applications. In addition, we will regularly coordinate with Lang Son Telecommunications to upgrade and complete the public services portal and electronic one-stop system, gradually realize the goal of “Tectonic government serves people and businesses”, “Focusing on people and businesses”.”
